After arrangement, the number of neighborhoods, hamlets, villages and residential areas in Ho Chi Minh City decreased from 5,947 to 3,925 units, a decrease of 2,022 units, equivalent to 34%.
Regarding personnel, Ho Chi Minh City arranges 11,775 non-specialized personnel to continue working in neighborhoods, hamlets, villages and residential areas after arrangement.
For about 5,903 non-specialized workers who quit their jobs due to surplus, the city will consider resolving regimes and policies according to Article 10 of Decree 154/2025/ND-CP of the Government on streamlining staff.
In addition to the regimes according to the regulations of the Central Government, Ho Chi Minh City also implements a gratitude policy, recognizing the contributions of non-specialized personnel, people directly participating in activities in neighborhoods, hamlets, villages, and residential areas who stop participating in work due to arrangement; together with the Heads and Deputy Heads of Residential Groups, People's Self-Management Groups ending operations when implementing the two-level local government model according to Resolution No. 11/2026/NQ-HĐND of the Ho Chi Minh City People's Council.
According to this plan, non-specialized personnel in neighborhoods, hamlets, villages and residential areas who stop participating in work from the time there is a resolution on arrangement from competent authorities will receive a gratitude gift of 3 million VND/person.
About 12,399 people directly participating in activities in neighborhoods, hamlets, villages and residential areas will be supported with 2 million VND/person.
About 21,950 Heads and Deputy Heads of residential groups and self-managed people's groups who stop participating in activities due to the end of the model will receive 1 million VND/person.
For the team that will continue to be arranged to work, Ho Chi Minh City applies the mechanism of contracting allowance funds according to the scale of neighborhoods and hamlets.
Neighborhoods with 1,000 households or more, or hamlets, villages, residential areas with 700 households or more, or belonging to key areas of national defense and security will be allocated a subsidy fund equal to 8 times the base salary.
In which, the Party Cell Secretary receives an allowance equal to 2.70 times the basic salary/month. The Head of the Fatherland Front Work Committee and Heads of neighborhoods, hamlets, villages, and residential areas receive 2.65 times the basic salary/month.
For the remaining neighborhoods, hamlets, villages, and residential areas, the allowance fund is contracted at 6.5 times the base salary level. Party cell secretaries receive 2.20 times the base salary/month. Heads of Fatherland Front Work Committees and Heads of neighborhoods, hamlets, villages, and residential areas receive 2.15 times the base salary/month.
