According to initial information, at about 7:30 pm on the same day, Hong Gai Ward Police received a report about a young man falling in the Bai Tho mountain area, about 30m from the flagpole.
Immediately after that, the ward police coordinated with the 115 Emergency Center and people to go up the mountain to approach the scene.
At about 8:12 pm, functional forces approached the victim.
The victim is Mr. N.M. C (born in 2006, residing in Bach Dang 4 area, Hong Gai ward, Quang Ninh province), a student of Ha Long University.
Through inspection, the medical force determined that the victim had died.
According to the family, at about 4:30 pm on the same day, Mr. C brought a camera to Bai Tho mountain to take pictures alone.
At about 6:30 pm, not seeing Mr. C return, the family called but could not contact him, so they organized a search.

When going up the mountain, the family discovered that Mr. C had fallen in the cliff area and reported it to the authorities.
After receiving the news, leaders of Hong Gai ward were present at the scene, directing search and rescue work; and at the same time coordinating with functional forces to bring the victim down the mountain and conduct an examination according to regulations.
Previously, the old Ha Long city government banned Bai Tho mountain climbing activities from 2017 due to not ensuring safety.
The main entrance is locked, fenced with barbed wire, placed with no-entry signs and danger warnings.
The "closedown" order has been applied since November 2, 2017, after the forest fire occurred a day earlier.
