The district chairman is responsible if the site clearance progress is not guaranteed.
On October 31, the People's Committee of Binh Dinh province announced that Chairman of the People's Committee Pham Anh Tuan had directed to focus on resolving difficulties in implementing site clearance (GPMB) to implement the project to enhance traffic connectivity in the Central Highlands region (project to renovate and upgrade National Highway 19).
Mr. Pham Anh Tuan assigned Tay Son district to urgently develop a detailed and feasible plan to implement site clearance work for all remaining problems, ensuring completion before November 5, 2024.
Actively coordinate with Project Management Board 2 (Ministry of Transport) and relevant parties to propagate and mobilize people to comply with compensation and support plans for site clearance, promptly hand over construction sites; handle cases of households obstructing construction.
Closely coordinate with investors, contractors, and insurance companies to mobilize people to cooperate in the process of appraisal and compensation payment, and support for households affected by the project, to avoid long-term complaints and lawsuits that cause public outrage.
Regularly monitor and grasp the implementation of compensation and support for households affected by the project, promptly report and make recommendations to the Ministry of Transport, investors and report and propose to the Provincial People's Committee for consideration and direction on matters beyond its authority.
The Chairman of Tay Son district must be responsible to the Chairman of the province if he fails to ensure the progress of project site clearance according to the time required by the Ministry of Transport (before November 15, 2024).
Mr. Pham Anh Tuan requested Project Management Board 2 to closely coordinate with Tay Son district and relevant parties to promptly resolve problems during project implementation; direct construction contractors and insurance companies to speed up appraisal and payment of compensation and support for households affected by the project.
Protect construction sites with congested ground
On the afternoon of October 31, Mr. Nguyen Van Khanh - Vice Chairman of Tay Son District People's Committee - said that up to now, the compensation and site clearance work for the main road and 3 service roads according to the design has been completed and the people have received compensation. Currently, the construction unit is resolving the cases of houses with large cracks due to project construction.
"Compensation and support for cases where houses are cracked due to project construction are the responsibility of the investor and the construction unit. The district only urges the construction unit to promptly compensate the people. The district's responsibility is to clear the main road and service road, and currently the ground is clear.
There is no time left. Compensation must be completed in October, and the project progress must be finalized by the end of this year. The province requires site clearance to be completed by November 5, so the district must immediately resolve the bottlenecks before the deadline. We are currently developing a plan to protect the construction at two locations where people are obstructing the work and preventing asphalt paving," said Mr. Khanh.
Informing Lao Dong, a representative of Project Management Board 2 said that they are coordinating with the People's Committee of Tay Son district to deploy construction protection at the remaining locations, to bring the project to the finish line by the end of the year.
The project to renovate and upgrade National Highway 19 connecting Gia Lai - Binh Dinh has a length of 143.6km (passing through Tay Son district, Binh Dinh province 17km; Gia Lai province 126.6km), with a total investment of more than 3,654.4 billion VND (equivalent to 155.8 million USD), invested by Project Management Board 2. The project is expected to end on December 31, 2024, after many requests to delay the progress.
