The Hoa Lien - Tuy Loan Expressway Project, a section passing through Da Nang City with a length of 11.5km, stretching across the three communes of Hoa Nhon, Hoa Son and Hoa Lien, is facing challenges in balancing filling materials.
According to the report of the Ho Chi Minh Road Project Management Board, although the balance of excavated and filled soil within the project is still being controlled, the quality of exploited soil and rock does not meet the technical requirements for filling activities.
To solve this problem, the Department of Natural Resources and Environment of Da Nang City has proposed and approved by the City People's Committee a plan to handle excess soil and rock. Fortified soil and soil of poor quality will be transported to four closed mines for site clearance. This solution not only helps save processing costs but also contributes to improving the environment and restoring old mining areas.
However, in addition to handling excess soil and rock, the project is also facing a shortage of fill soil.
After careful consideration of quality, reserves and economic and technical factors, the solution was to upgrade the Truong Ban stone quarry. Truong Ban Stone Quarry has completed the proposal to increase the exploitation capacity to 100% and is waiting for approval from the City People's Committee.
The raising of Truong Ban quarry capacity needs the consent of the relevant units, including the Ho Chi Minh Road Project Management Board and the local government. All the production of the mine will be given priority for the Hoa Lien - Tuy Loan highway project, ensuring a stable supply of materials. The plan of upgrading Truong Ban quarry is expected to help accelerate the construction progress and complete the project on time.
The Hoa Lien - Tuy Loan Expressway project started construction in September 2023 and is expected to be completed in November 2025. However, the Government aims to shorten the completion progress in August with a total investment of VND 2,112.985 billion.
According to Mr. Phan Van Ton - Chairman of Hoa Vang District People's Committee, the nearly 11.5km long main expressway has been completely handed over. However, the 20km parallel service road has only been handed over 19.43km, and more than 20 dossiers are still stuck.
In that situation, the Ho Chi Minh Road Project Management Board has proposed that Da Nang City direct Hoa Vang District to urgently complete procedures for compensation payment, support, and resettlement arrangement for the remaining households, and at the same time request the locality to take stronger and more drastic measures to require people to hand over more than 500m of remaining land.
The Ho Chi Minh Road Project Management Board said that it has completed the contractor selection procedures and is ready to start construction of resettlement area No. 1 in March. For the remaining 2 resettlement areas, procedures are being urgently implemented, ensuring completion in 2025.
