On June 18, a representative of the Food Safety Department (Ministry of Health) said that the results of the quality assessment of health protection foods of delicious Hai Be syrup - a product announced by Hai Be Company Limited - showed that the substances including Vitamin A, Calcium, Vitamin C (the main ingredients of the product) only reached 70% of the advertised level.
The Food Safety Department recommends that people should not use health protection foods such as delicious Hai Be syrup of Hai Be Company Limited while the authorities are verifying the incident. The Department also emphasized that in the coming time, the Ministry of Health will continue to strengthen inspection and examination of health protection food production and trading establishments, in order to prevent the business of substandard products. Individuals and businesses that violate will be handled according to the provisions of law, including product confiscation and administrative sanctions.
Dr. Phan Bich Nga - Head of the Department of Pediatric Examination (National Institute of Nutrition) - shared: The use of micro-nutrient supplements, especially for children, needs to be cautious.
Many people mistakenly think delicious syrup is just a regular food, but in fact it is a health protection product or almost a supplement. Allowing children to use syrup alone for advertising is a common mistake and can be harmful.
If children do not lack micronutrients but use the product for a long time, it can cause excess vitamins A and D, affecting the liver, kidneys, and bones. Conversely, if the product does not provide enough micronutrients as announced, the effectiveness will be almost non-existent. Counterfeit or poor quality products may contain impurities, affecting the liver, kidneys and digestive system.

Dr. Ta Manh Hung added about the results of the peak month of fighting and preventing smuggling, trade fraud, counterfeit goods, and goods violating intellectual property rights according to the direction of the Prime Minister in Official Dispatch No. 65/CD-TTg dated May 15, 2025 of the Department of Drug Administration.
During the inspection, a total of 17 establishments were discovered violating legal regulations. The Department has handled violations according to its authority or forwarded information on violations to competent authorities for handling according to regulations. The violations mainly involved pharmaceuticals and cosmetics. In the pharmaceutical sector, 07 establishments were discovered to have committed administrative violations, including 02 pharmaceutical establishments and 05 drug production establishments. In the cosmetic sector, 09 establishments have been discovered to have committed administrative violations, mainly related to the announcement, advertising and production of cosmetics that are not in accordance with the Cosmetic Product Declaration Form.
Le Van Hai, owner of the TikTok channel Hai Sen Family and founder of Hai Be Company Limited (headquartered in Van Phu commune, Nho Quan district), was detained on June 16. This company, under the management of Director Tran Dai Phuc, has consumed more than 800,000 products through platforms such as TikTok Shop, Facebook and Shopee since 2024, with the names "Hai Sen Family" and "Hai Sen". In particular, the product "Delicious Hai Be syrup" has sold more than 100,000 boxes.
On the website https://haibe.vn/, some products have removed the phrase "health protection food", which is not in accordance with the content that has been licensed for advertising. The promotional clips also lack a mandatory warning: "This food is not a medicine and does not have the effect of replacing medicine". In particular, some cosmetic products such as deodorant spray and dreamy spray are introduced as special drugs, which can easily cause misunderstanding to consumers.
In early June 2025, when information about Hai Sen Family's products was suspected of not being of good quality, the Drug Administration coordinated with the authorities to conduct an inspection. The Department has sent documents to localities requesting clarification on the products of this individual sold online.
Hai Sen Family's products are widely advertised online with commitments about outstanding benefits, easily causing consumers to misunderstand them as medicine to treat diseases. For example, Hai Sen alopeciaprostrichiosum is advertised as being able to reduce mucus and sweat, helping to reduce alopeciaprostriches from the first use. This product is advertised as a medical treatment, violating the regulations in Article 3 of Circular 06/2011/TT-BYT and Article 8 of the 2012 Advertising Law.
By early June 2025, after many TikTokers were inspected and found to be violating, Hai Sen's social platforms had "frozen". Some products of the channel have been quietly removed from the shopping cart and from June 17, Hai Sen's sales platforms have stopped operating.
Products on commercial platforms have also continuously reported out of stock and TikTok has deleted all sales clips. As of June 17, the website https://haibe.vn/ cannot be accessed. In particular, this website has not been updated on the E-commerce Management System of the Ministry of Industry and Trade, violating regulations on online business.
