The Vietnam Railways Authority said that in the first 6 months of the year, the implementation of Decision No. 358 of the Prime Minister on ensuring traffic safety corridor order and handling self-opened lanes (LĐTM) through railways has achieved many positive results. Notably, the removal of 255 dangerous self-opened lanes.
In the first 6 months of the year, localities have barricaded and removed 255 dangerous self-opened paths across railways, raising the total number of locations handled after 6 years of implementing Decision 358 to 1,840 points. However, there are still more than 2,180 self-opened paths nationwide that need to be further removed to ensure traffic safety.
Localities have focused on implementing many solutions such as barricades, removing self-opened walkways, installing warning signs, narrowing walkways and organizing guard forces to ensure immediate safety.
Accumulated after 6 years of implementing Decision 358, the whole country has removed 1,840/4,022 dangerous self-opened walkways, reaching 45.7%. Currently, there are still 2,182 self-opened walkways that need to be further handled.
There are 12 provinces and cities that have implemented barriers and removed self-opening paths in the area, including Hanoi, Hai Phong, Ninh Binh, Quang Tri, Dak Lak, Lang Son, Thanh Hoa, Hue, Quang Ngai, Khanh Hoa, Quang Ninh and Nghe An.
In addition, 16 localities continue to allocate funds to maintain traffic safety guards at dangerous self-opened walkways; and at the same time complete the connection of road and railway signals at 57 intersections.
However, the Vietnam Railways Authority assessed that the implementation of Decision 358 still has many shortcomings. In addition to 2,182 self-opened walkways, accounting for 59.4% of the total number of level crossings between roads and railways, the whole country still has nearly 13,000 locations violating land for railways. Among them, there are 8,450 locations violating infrastructure and 4,536 locations violating the protection scope of information and signal works.
Currently, there are still 3 black spots and 683 potential traffic accident spots on the railway network. Meanwhile, items such as service roads, barriers, level crossings, underpasses and overpasses have not been started or completed with new works in the first 6 months of the year.
The Vietnam Railways Authority proposed that localities prioritize allocating funds to build service roads and auxiliary works to eliminate dangerous self-opened paths, and at the same time accelerate the progress of clearing works and locations violating the railway traffic safety corridor.
