On July 1st, Circular 30/2026/TT-BXD on motor vehicle inspection officially took effect. Recorded at Registration Center 50-05V (HCMC), operations took place smoothly. Many drivers and vehicle owners were excited when cumbersome procedures were maximally reduced, strong digital transformation helped save significant time and costs.
Experiencing the new process directly this morning, Mr. Le Manh Khang (resident of Phu Tho Hoa ward) shared: "Previously, each time I took my car for registration, it usually took me about 2 hours, which greatly affected my work. But today, the waiting time has been significantly shortened. The best thing is that I can use documents integrated on the VNeID application, I don't have to bring many copies of paper, eliminating the worry of dropping and tearing papers.


Present at Registration Center (TTĐK) 50-05V located on Hong Ha street, Tan Son Hoa ward, reporters noted that the inspection lines operate smoothly, without congestion. The electronic inspection software system operates stably.
Representatives of TTĐK 50-05V informed that the biggest breakthrough from July 1st is the application of electronic vehicle registration certificates. People are allowed to present vehicle registration certificates (vehicle registration certificates) through the VNeID or VNeTraffic application. Data from the police agency is automatically linked to the vehicle registration system to help officers compare quickly, without having to manually enter data. However, the center still flexibly prints paper and stamps to hang for vehicle owners in need to prepare when entering weak signal areas or network incidents.


In order to tighten transparency, the new regulations require vehicle inspectors to take additional photos inside the cabin compartment, taplo board, display screen (IP) and engine compartment, alongside exterior photos (clear license plate, real-time). This "original image" is stored on the system, serving as a basis for protecting vehicle owners and TTĐK, preventing the situation of arbitrarily changing illegal structures during use. For new vehicles exempted from the first inspection, vehicle owners are now required to attach complete license plates, take photos of vehicles and submit them to electronic dossiers, instead of just bringing papers and copy of chassis number and engine number as before.
Notably, the new Circular "untie"s" administrative procedures in the field of registration. People who transfer ownership, change license plates or change the purpose of use (from business to non-business) are completely not required to re-inspect vehicles if the old inspection validity is still valid. For additional equipment that does not change the structure (such as pickup truck bed covers, footrests, roof racks... ) according to the manufacturer's announcement, vehicle owners only need to bring the vehicle to the center for registration officers to compare with reality, record and update directly into vehicle records. This procedure is carried out quickly without having to prepare a design dossier or complete complicated renovation certification procedures as before.
