Also expressing his joy, Mr. Nguyen Ngoc Tuan (a resident of Hong Ha ward) arrived early to complete the procedures to apply for a first red book certificate, unable to hide his excitement. "I came and was very excited because I saw a new working style, with a lawyer to consult. I believe this innovation of the government will make people excited and achieve the expected results, said Mr. Tuan.

To satisfy the people on the first day, grassroots authorities have been carefully prepared many days in advance. Talking to reporters, Mr. Le Hong Thang - Chairman of Hong Ha Ward People's Committee - said that immediately after receiving the announcement from the City Party Committee, the ward held a meeting to assign work.
"In about 19 days, we have completed a huge amount of work. The ward has organized a trial operation of the model from June 20 to 26 to assess and identify the remaining inadequacies and has reported and recommended to the city, departments and branches for timely adjustment," Mr. Thang informed.
In particular, on July 1, Hong Ha ward established 5 working groups to visit, encourage and directly grasp the situation and public opinion at the reception points. The goal is not only to resolve administrative procedures but also to listen and understand.
Mr. Thang emphasized: "We have directed 100% of citizens coming to work today to make a list, record feedback to evaluate the level of completion and the level of satisfaction of people with public administrative services".
For cases that could not be resolved immediately due to the need to supplement documents and records, ward officials also gave enthusiastic and detailed instructions.
