Deploying key transport infrastructure projects
At a meeting on the situation of deployment and site clearance (GPMB), resettlement of key transport projects held at the beginning of 2026, Chairman of Nghe An Provincial People's Committee Vo Trong Hai emphasized that large transport projects are meaningful not only for Nghe An but also for inter-regional connectivity, so it is necessary to focus highly, not to delay progress due to GPMB obstacles.
The current focus is the Vinh - Thanh Thuy expressway construction investment project, which has been approved for investment policy by the National Assembly in Resolution No. 255/2025/QH15 dated December 11, 2025. The expressway has a total length of 60km, starting point intersecting with the North - South expressway section Dien Chau - Bai Vot, ending point at Thanh Thuy border gate economic zone; passing through 9 communes including Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam, Hoa Quan, Son Lam and Kim Bang. According to the plan, the project strives to start construction before April 30, 2026.

To ensure progress, the project is divided into 10 component projects, including 1 construction and installation project and 9 component projects for site clearance and resettlement according to each commune. Up to now, communes with routes passing through have established Steering Committees and Site Clearance Councils; completed planting site clearance stakes for the entire 60/60km route and handed over on-site markers.
Vice Chairman of Nghe An Provincial People's Committee Hoang Phu Hien said that the province has proactively reviewed and prepared sources of construction materials for the Vinh - Thanh Thuy expressway project. Specifically, Nghe An has licensed 85 stone mines with reserves of about 205 million m3, 62 sand and gravel mines and 47 filling soil mines; and at the same time reviewed and supplemented 13 new raw material mines to serve construction.
Besides the Vinh - Thanh Thuy expressway, Nghe An also focuses on completing site clearance for the project to renovate and expand National Highway 46, Vinh - Nam Dan section. The road is 10.69km long, 9.59km of site has been handed over (reaching 89.7%), and about 1.1km remains with 138 households needing to continue to mobilize and remove obstacles. The province sets a target to complete site clearance before January 15, 2026 to basically open the route, serving the travel needs of people during the Binh Ngo Lunar New Year.
For the North-South high-speed railway project section passing through Nghe An, according to the commitments of the localities, by June 30, 2026, the infrastructure of 41 resettlement areas will be completed, ready when the Central Government deploys the next steps of the project.
Developing industrial parks associated with social security
In parallel with transport infrastructure, Nghe An promotes investment in industrial park infrastructure and social housing. Recently, in the Southeast Economic Zone, Standing Vice Chairman of the Provincial People's Committee Bui Thanh An directly inspected social housing projects for workers and Tho Loc Industrial Park.
The Tho Loc Industrial Park project (phase 1) has a scale of 500ha, and has currently completed site clearance for nearly 100% of the area. Social housing projects in Trung Loc commune with a scale of thousands of apartments are being synchronously implemented with technical infrastructure, expected to be completed in the 2026–2027 period. Provincial leaders affirmed the resolute view of selecting investors with real capacity, not accepting the situation of investing in half-heartedly, keeping land but slow deployment; and at the same time requested the development of social housing associated with schools, healthcare, and ensuring social security for workers.
From strategic transport projects to industrial parks, logistics and social housing, Nghe An is deploying a synchronous infrastructure system, with the direct involvement of provincial leaders, clearly assigning responsibilities to each department, sector, and locality. Accelerating the progress of key projects creates an important driving force for Nghe An to break through in attracting investment, expanding development space and improving the quality of people's lives in the coming period.
