On January 10, according to information from the Office of the People's Committee of Nghe An province, the unit has just issued document No. 263/UBND-CN on the implementation of procedures for building the Provincial Administrative Center.
Accordingly, the Provincial People's Committee has assigned relevant departments and agencies to carry out preparation steps to start this important project in the first quarter of 2026.

This document is based on Notice No. 02-TB/BCD dated December 31, 2025 of the Steering Committee for key projects in the province, and Official Dispatch No. 1507 - CV/DU dated January 8, 2026 of the Provincial People's Committee Party Committee, requesting units such as the Department of Construction, Department of Finance, Department of Agriculture and Environment, along with Vinh Loc Ward People's Committee and Dong Loc Commune People's Committee to seriously implement the direction of the Provincial Party Secretary to prepare the necessary conditions for project implementation.
At the press conference on the socio-economic situation, national defense - security in 2025 of Nghe An held on the afternoon of January 7, Lao Dong Newspaper reporters asked questions related to information that Nghe An province plans to build the Provincial Administrative Center in the first quarter of 2026.
The question raised is whether this is really necessary, and what are the investment resources and project scale to avoid waste, when currently many headquarters and departments are still vacant after arranging administrative units.
Answering this question, Mr. Ho Ba Thai, Deputy Director of Nghe An Department of Construction, said: "Currently, the province is waiting to request adjustments to the general planning of Vinh city (old) and Vinh - Cua Lo avenue.
In addition, after information about the planning of the Nghe An Provincial Administrative Center project was announced, land prices in the planned deployment area have fluctuated sharply, especially in the area around Vinh - Cua Lo boulevard, leading to local land "fever". Along the auxiliary roads connecting to this boulevard axis, many brokerage groups have been on duty, inviting customers to buy land, and cars from other provinces continuously flock to see the land.
In addition, Lao Dong Newspaper has reflected the situation that many headquarters and administrative agencies in Nghe An are still vacant after administrative unit rearrangement. Projects that were once heavily invested and in convenient locations are now closed or not used, such as the headquarters of the Nghe An Center for HIV/AIDS Prevention and Control (old), the old headquarters of the Nghe An Department of Culture, Sports and Tourism, or the headquarters of the Vinh City Labor Federation.
These headquarters not only cause waste of public assets but also face the risk of degradation due to not being maintained and used for a long time. The commencement of the Provincial Administrative Center is a necessary step to solve this situation, while optimizing the public land fund and ensuring the efficiency of public asset use.
