On April 26, the Standing Committee of Nghe An Provincial Steering Committee held a conference to discuss the arrangement and reorganization of commune-level administrative units and building a model of two-level local government organization.
At the conference, Nghe An Provincial Party Secretary Nguyen Duc Trung emphasized: if Naming communes and wards in order, they must use natural numbers (1, 2, 3...), absolutely do not use Roman numbers (I, II, III...).
The Provincial Steering Committee requests the naming of administrative units after arranging to base on the guiding document of the Central Government, seriously absorb comments and respect the implementation results at the district level. The new name needs to be easy to read, easy to remember, associated with the tradition, history, local culture and receive high consensus from the people and deputies of the People's Council at all levels.

During the implementation process, despite achieving high consensus, some localities still face difficulties due to urgent progress, large, sensitive workloads and direct impact on people's lives. Some district-level Steering Committees still lack determination in propaganda and mobilization, leading to different opinions on the names and boundaries of administrative units after the reorganization.
The conference also noted that it is necessary to respect the administrative boundary plan that has been built by the district and people agree; All arising problems must promptly report to the provincial level to consider and resolve. The arrangement of the poster office must be most convenient for the people, according to the motto "near the people and the people".
Up to this point, the entire Nghe An province has completed collecting public opinions at 412/412 commune-level administrative units, with a consensus rate of 95.99%.
It is known that up to now, Vinh City has approved the plan to name the ward after the arrangement as Vinh 1 to Vinh 1 and Cua Lo. Nam Dan district retains the place name Kim Lien to name the new commune after the arrangement, other communes are named Nam Dan with the corresponding serial number.
