On April 18, information from the People's Committee of Nghe An province said that the unit has issued Official Dispatch No. 3750/UBND-CN to implement Directive No. 12 dated April 3, 2026 of the Prime Minister on improving the efficiency of bidding work.
Accordingly, the Provincial People's Committee requires the heads of agencies and units to be fully responsible for bidding activities within their management scope.
The official dispatch clearly states prohibited acts such as arranging and colluding bids; illegal bidding transfer; taking advantage of positions for personal gain, creating "ask - give" mechanisms; favoring "familiar" contractors who are not qualified; inflating bid package prices or inserting anti-competitive criteria in bidding documents.

In addition, departments, branches and People's Committees of communes and wards must comprehensively review investment and public procurement activities, ensuring publicity, transparency, and competition. Bidding documents must be objective and not create advantages for any organization or individual.
The work of monitoring the progress and quality of works is required to be strengthened; advance payments and payments must be strictly controlled to avoid budget losses.
For supervision consulting units, the Provincial People's Committee requires them to fully meet their capacity and be responsible before the law if errors occur causing waste or affecting the quality of the project.
Notably, the province requests to promote the application of information technology, implement online bidding; and at the same time fully update information on contractor capacity, reputation and violations (if any) on the National Bidding Network System.
The Provincial People's Committee assigned the Department of Finance to take the lead in monitoring and inspecting the implementation; focusing on inspecting large-value bidding packages, designated bidding projects or projects with many recommendations and complaints.
The consistent viewpoint emphasized is to strictly handle violations, not to let small violations accumulate into large ones, ensuring the principle of "no forbidden zones, no exceptions" in bidding work.
