On January 7, information from the People's Committee of Nghe An province said that it had just issued Document No. 14491/UBND-CN deploying Directive No. 34/CT-TTg of the Prime Minister, rectifying the activities of reviewing and buying and selling social housing in the area.
Accordingly, the Provincial People's Committee requested the Department of Construction to fully disclose information on social housing projects immediately after commencement on the Department's Electronic Information Portal, including the scale, number of apartments, temporary selling price, and time to receive applications. After signing the contract, the list of buyers must be announced for post-inspection, avoiding the situation where one subject is supported multiple times.

Functional agencies also strengthen inspection of the determination of selling prices, ensuring correctness and sufficientness according to regulations, and preventing businesses from taking advantage of policies for personal gain.
The Provincial People's Committee assigned the Provincial Police to direct professional forces and grassroots police to strictly handle acts of illegal brokerage, "brokers" of social housing, profiteering in carrying out procedures and dossiers; sanction investors who violate regulations on subject review. At the same time, develop plans to ensure security and order at dossier receiving points, avoiding jostling and crowded gatherings.
People's Committees of communes and wards where projects are located must establish hotlines and channels to receive feedback to promptly handle people's petitions.
For investors, the Provincial People's Committee requires the application of digital technology in guiding and receiving online dossiers; in case dossiers exceed the number of apartments, the draw must be organized publicly, with the supervision of the Department of Construction and encourage the press to participate. Absolutely prohibit collecting deposits outside regulations or authorizing the exchange to collect money illegally.
The Provincial People's Committee recommends that people proactively learn information through official channels, directly work with investors, without intermediaries, and be responsible for the truthfulness of dossiers. Cases of income and housing fraud will be subject to apartment revocation, administrative sanctions, and public list of violations.
People can follow information about projects being implemented on the Electronic Information Page of the Department of Construction or the commune-level People's Committee where the project is located.
In 2025, Nghe An completed about 2,500 social housing units, exceeding the plan. To date, Nghe An has approved the policy and approved detailed planning for 41 social housing projects with a total area of 107 hectares, expected to provide about 36,000 apartments when completed. Among these, 34 projects have investors with nearly 28,000 units, and the remaining 7 projects are in the process of selecting implementing units.
