According to Decree 168, for this violation, Mr. L will be fined from 2-4 million VND for driving without a driver's license (previously fined from 1-2 million VND); fined from 400,000-600,000 VND for driving at a speed exceeding the prescribed speed from 5km/h to under 10km/h (previously fined from 300,000-400,000 VND).

At the same time, the traffic police also issued a fine of 8-10 million VND to the owner of car 54Z6-18xx for handing over the car to an unqualified driver (previously from 800,000 VND to 2 million VND).

The total fine that Mr. L and the car owner had to pay was 12.5 million VND.

When the traffic police informed him of the fine, Mr. L was worried about the high fine and called the car owner to report it. Mr. L said he was on his way to deliver goods from Binh Duong to District 6 (HCMC).

"I've only been working here for a few months. I just did what my boss assigned me to do without paying attention. Now I don't know what to do. I told the car owner and they complained," said Mr. L.

Another case is Mr. N.V.N (born in 1992), driving at a speed exceeding the prescribed speed limit of 56/50km/h.
