According to the reporter of Lao Dong Newspaper, by the afternoon of October 9, hundreds of households in Trung Gia Commune (Hanoi) were still submerged in floodwater.
The water rose rapidly from the evening of October 8, causing many families to not have time to move their belongings. Some livestock farming households fell into misery when their farms were flooded.
Ms. Nguyen Thi Toan (70 years old) said that her son has a farm of about 500 pigs. Since last night, floodwaters have flooded, so her family had to quickly move the pigs to higher ground to avoid flooding.
However, from the night to the morning of October 9, the water continued to rise rapidly, causing hundreds of pigs to wade in the water. Without time to rescue them, many children drowned.

In that situation, Ms. Toan's family, neighbors and authorities urgently reduced the pigs to the first floor of the house where her family was living to temporarily take shelter, saving any of them.
Ms. Toan said that the pigs have been raised for more than 3 months, weighing an average of 70kg/ pig, and can be sold in about 2 months.
"After this flood, it was considered a total loss. This scene is exactly like 6 years ago, when hundreds of pigs in my family also died from the epidemic," Ms. Toan choked up.
In the midst of the water that reached the necks of an adult on National Highway 3, Mr. Pham Hong Linh took a buoy to call for help from neighbors and authorities to save a pig weighing more than 2 kg that was caught in the middle of the water.
"My family raises two sows, each weighing more than 100 kg. One died yesterday from "fullness of water", the other is stuck in the middle of the field. The water rose so quickly that access was almost impossible," Mr. Linh said in a depressed voice.

Living in Trung Gia commune for more than 40 years, Mr. Pham Trung Dinh said this was the first time he had seen floodwaters pour in so quickly that hundreds of households were isolated.
"Since yesterday, I have been urgently moving my belongings up high to avoid damage. Many families could not react in time, so they had to abandon their belongings and run for their lives," said Mr. Dinh.
Due to the impact of storm No. 11, the water level of Cau River is higher than alert level 3, causing more than 2,400 households (over 9,500 people) to be isolated; of which, the most are the villages: Do Tan has 844 households (3.210 people), An Lac has 580 households (2,700 people), Lai Son has 350 households (1,400 people), Hoa Binh has 200 households (800 people)...

The rising river water caused the roads passing through Trung Gia commune to be deeply flooded, making it difficult for vehicles to travel.
On National Highway 3, the section from the Yamaha factory was flooded about 200m with a depth of 1.5m; the section from the Viet Tin Factory - Xuan Son Cultural House was flooded about 500m, with a depth of 1.2m.
The Trung Gia Commune Civil Defense Command is working with the military, police and shock forces to mobilize and support people in isolated areas to move to safe locations. At the same time, propagate and put up warning signs in flooded areas to ensure safety on traffic routes; put up ropes, put up warning signs, propagate and mobilize people to evacuate from locations at risk of landslides.
The commune government also established working groups to continue implementing plans to move people in deeply flooded areas out of flooded areas and organize relief plans, support food and necessities for people.
In addition, the commune organizes on-duty duty seriously according to regulations, proactively handling arising incidents; ensuring that forces are ready to deploy response measures and overcome consequences for incidents caused by natural disasters; notifying about the situation of special high floods on the Cau River.
The authorities continue to coordinate to inspect and review vulnerable, flooded, and landslide-prone areas in the commune, promptly responding to ensure the safety of people and property.
