The Hoang Sa - Doc Soi Road Project with a total investment of 3,500 billion VND, of which 1,300 billion VND is from the central budget, the rest is from the provincial budget; invested by the Quang Ngai Provincial Traffic Project Management Board, started construction in December 2023. The total capital plan for 2024 allocated for the project is over 792.5 billion VND, of which the capital plan assigned at the beginning of the year is over 192.5 billion VND. The additional capital plan from the increased central budget revenue source in 2022 is 600 billion VND. The money is available, but so far only over 47.1 billion VND has been disbursed, reaching 24.5% of the capital plan assigned at the beginning of the year. Not a single dong has been disbursed from the increased central budget revenue source in 2022.
The main difficulty of the project is that the progress of site clearance on the main route of Hoang Sa - Doc Soi is very slow, to date only 29.32/164.51 hectares have been handed over, reaching 17.8%. The handed over site is not continuous, so it is not possible to ensure the simultaneous implementation of construction projects according to the plan, leading to slow construction progress and failure to ensure the disbursement of the capital plan for 2024.
There are still many major unresolved problems in site clearance, such as the specific land price for compensation calculation in 2024 has not been approved or has been approved but is no longer suitable. The Provincial People's Committee's regulations on compensation, support, and resettlement according to the 2024 Land Law and guiding Decrees have not been issued... so it is expected that the project's progress in the rest of 2024 will continue to be delayed.
Similarly, the Dung Quat – Sa Huynh coastal road project, phase IIB, is also sluggish due to land clearance problems. Accordingly, the total capital plan for 2024 allocated for the project is 290 billion VND. However, so far, only 8.079/290 billion VND has been disbursed, reaching 2.8% of the capital plan. Currently, the project is stuck with land clearance work, the section through Binh Son district, Quang Ngai city and Mo Duc district.
From now until the end of the year, the estimated value of approved compensation and support plans for the section through Quang Ngai City, Binh Son, and a part through Mo Duc District will not ensure progress according to the plan. It is expected that no compensation plan will be approved in 2024, thus only ensuring the ability to disburse in 2024 of about 68 billion VND.
The same situation is the project of embankment to prevent landslides and beautify the landscape of the southern bank of Tra Khuc River (Tra Khuc 1 bridge - Ben Tam Thuong), the central budget capital plan for 2024 is 100 billion VND, but so far only 2.4 billion VND has been disbursed, reaching 2.4% of the capital plan. Currently, due to difficulties in implementing the project's site clearance, especially difficulties related to the area overlapping the boundary of the Tra Khuc River downstream dam (the project started in 2010), the site clearance progress and construction output in 2024 are not guaranteed according to plan. After review, it is expected that the disbursement of the central budget capital plan in 2024 will be about 44.3 billion VND.
