Ministry of Public Security reviews criminals in Vietnam who fled abroad from July 1

From July 1, the Ministry of Public Security coordinates with ministries, branches, and relevant agencies to review and verify criminals in Vietnam who have fled abroad.

Prime Minister Pham Minh Chinh signed Decision No. 341/QD-TTg dated February 26, 2026, promulgating the Plan to implement the Extradition Law.

On November 26, 2025, the 10th session of the 15th National Assembly passed the Extradition Law, effective from July 1, 2026.

To implement the Extradition Law (Law) promptly, uniformly and effectively, the Prime Minister issued a Plan to implement the Law with the aim of specifically determining the content of work, deadlines, progress of completion and responsibilities of ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and cities, Supreme People's Court, Supreme People's Procuracy and relevant agencies and organizations in implementing the Law, ensuring timeliness, synchronicity, unity, effectiveness, and efficiency.

At the same time, identify effective coordination mechanisms between ministries, ministerial-level agencies, agencies under the Government with the Supreme People's Court, the Supreme People's Procuracy, and the Central Committee of the Vietnam Fatherland Front in implementing the Law nationwide and raising awareness and responsibility of agencies, organizations, and officials performing extradition work as well as the awareness of the people.

The plan focuses on reviewing and systematizing legal normative documents; developing legal normative documents detailing the contents assigned in the Law; organizing propaganda, dissemination, and legal education on extradition; reviewing and verifying criminals; organizing the execution of decisions to receive and transfer exiled people.

In which, the Ministry of Public Security will preside over and coordinate with relevant ministries and branches and People's Committees of provinces and cities to review legal documents related to the Law, and statistically identify documents that need to be amended, supplemented, replaced or abolished to be consistent with the Law. Completion time before May 1, 2026.

The Ministry of Public Security shall preside over and coordinate with relevant agencies to develop a Government Decree detailing a number of articles of the law; a Government Decree stipulating implementation costs and funds to ensure extradition, transfer of people serving prison sentences, and mutual legal assistance in criminal matters;... to submit to the Government before April 30, 2026.

Ministries, branches, and relevant agencies organize training on the Law and legal documents detailing regulations to improve responsibility and unify awareness for the team of officials working in investigation and management of criminal judgment enforcement, officials directly involved in extradition, officials working in international cooperation, officials working in teaching and law research, and for the People.

From July 1, the Ministry of Public Security coordinated with ministries, branches, and relevant agencies to review and verify criminals in Vietnam who fled abroad and criminals abroad who hide in Vietnam.

Guiding the formulation, inspection, and sending of extradition requests from Vietnam to foreign countries and guiding the formulation, receipt, and inspection of extradition requests from foreign countries sent to Vietnam and organizing the implementation of decisions to receive and transfer exiled people; organizing inspection, urging, and monitoring the implementation of the Law and legal documents detailing regulations.
