This content is stated in Decision No. 422/QD-TTg of the Prime Minister approving the digital transformation project in criminal proceedings and criminal judgment enforcement.
According to the project, by the end of 2027, deploying nationwide, ensuring the operation of the entire criminal procedure and judgment enforcement process in the digital environment, achieving the following targets: 100% of documents and case files that meet the conditions are digitized and managed uniformly in electronic records; procedural documents are created electronically and digitally signed immediately upon issuance, paper documents/evidence are digitized and attached to electronic records; paper records are only stored on mandatory requests for comparison/verification.
100% of competent organizations and individuals are granted specialized public service digital signature certificates; 100% of eligible electronic documents are digitally signed according to their authority, fully recorded in a journal, ensuring integrity and legal value.
100% of information systems within the Project scope are implemented measures to ensure information security according to levels; state secret data is protected according to cryptography regulations, access management is decentralized and fully traced.
Regarding software, the Ministry of Public Security upgrades and develops criminal investigation software to serve the entire investigation process; integrates digital signatures; standardizes data; ensures security and system safety.
Thereby fully meeting the functions for investigation agencies and agencies assigned to some investigation activities nationwide (including forces under the Ministry of Public Security, Ministry of National Defense, Procuracy, Ministry of Finance, Ministry of Agriculture and Environment within the scope of functions).
Upgrade temporary detention and custody management software and criminal judgment enforcement management software to ensure digital signature integration, data standardization, system security; meet the requirements of connecting and serving both the temporary detention and custody enforcement agency and the criminal judgment enforcement agency under the Ministry of National Defense according to the coordination mechanism.
The Supreme People's Procuracy upgrades and perfects professional software for inspection and prosecution, integrates digital signatures; standardizes data; ensures security and safety of the system; and uniformly deploys it to units in the sector, including the Military Procuracy.
The Supreme People's Court upgrades and perfects case management software to serve adjudication, integrates digital signatures; standardizes data; ensures security and safety of the system; unifiedly deploys to all levels of Courts, including Military Courts.
Regarding the database, the Ministry of Public Security, the Supreme People's Procuracy, and the Supreme People's Court shall preside over and coordinate with the Ministry of National Defense, the Ministry of Agriculture and Environment, and the Ministry of Finance to build and complete a centralized electronic dossier database of each sector, stored on the server infrastructure of each sector.
This includes the database of the investigating agency, the agency assigned to conduct some investigation activities, the Procuracy, the Court and the criminal judgment enforcement agency.
