On October 23, the Criminal Techniques Department of Quang Ngai Provincial Police announced that on September 26, 2025, Gia Lai Lottery Company Limited opened a K39-25 auction with a special prize number of 996946. Mr. P.D.L (45 years old, residing in Ve Giang commune, Quang Ngai province) is the lucky one to own this winning ticket.
However, due to heavy rain, the ticket was wet and the center was torn, leading to not being eligible for the prize according to the company's original regulations. Mr. P.D.L was unliterate, so he authorized Mr. P.M.T to handle the case.
After receiving the information, a working group of Gia Lai Lottery Company Limited went to Quang Ngai to verify. Related parties, including level 1 agent Ms. Dao Thi To Quyen, level 2 agent Ms. Nguyen Thi En, and direct ticket seller Ms. Tran Thi Be Em, all confirmed the authenticity of the ticket issuance and sale to Mr. P.D.L.
The Criminal Techniques Department of Quang Ngai Provincial Police confirmed that the ticket circulation at the Quang Ngai Office of the company matched the torn ticket. However, to ensure transparency and prevent fraud, the company has transferred the file to the police for technical appraisal of documents.
Mr. Truong Van Thieng - Chairman and Director of Gia Lai Lottery Company Limited - emphasized: "If the appraisal results confirm the tickets as real, the company will complete the procedures and pay the prize immediately after the Gia Lai Provincial Lottery Supervisory Board agrees".
The results of the appraisal of the Criminal Techniques Department of Quang Ngai Provincial Police concluded: The numbers printed on the lottery ticket with the number of participants have no trace of erasure or correction. The lottery ticket was torn partly in the middle of the same lottery issued by Gia Lai Lottery Company Limited because it was printed in the same copy.
On that basis, on October 23, Gia Lai Lottery Company Limited officially paid Mr. P.D.L - the owner of the lottery ticket that won the grand prize but was torn - after verifying that it was eligible to receive the prize.
At noon on October 23, speaking with reporters, Mr. L said he had received a bonus of more than 1.8 billion VND after deducting taxes.
A representative of Gia Lai Lottery Company Limited also confirmed that they had paid Mr. L, the owner of the lottery ticket with the symbol K39-25, winning the special prize of the Central Lottery region on September 26.
As reported by Lao Dong Newspaper, on October 19, Mr. P.D.L said: On September 25, he bought a lottery ticket with the symbol K39-25 with the winning number of 996946 from Gia Lai Lottery Company Limited.
On the way home from work, Mr. L took shelter from the rain and took out a cigarette from his pants bag to smoke. Due to a wet hand, he torn the lottery ticket. The torn part was in the middle of the lottery ticket, creating a hole.
On September 26, Mr. L's lottery ticket won a special prize worth 2 billion VND. On October 2, he brought the lottery ticket to the representative office of Gia Lai Lottery Company Limited in Quang Ngai province to complete the procedures to receive the prize.
Lottery tickets are accepted and transferred to the company's head office. On October 8, a representative of Gia Lai Lottery Company Limited invited Mr. L. to the company's representative office in Quang Ngai to work.
According to the minutes of the meeting, a representative of Gia Lai Lottery Company Limited said that the lottery ticket was torn partly in the middle and the torn part was lost. Therefore, the company determined that this lottery ticket is not eligible for a prize according to Circular No. 75 of the Ministry of Finance.
After that, Gia Lai Lottery Company Limited made a record of returning the lottery ticket to Mr. L.
Disagreeing with the above conclusion, Mr. L. suggested that Gia Lai Lottery Company Limited establish a board to review and appraise lottery tickets to pay bonuses according to regulations.
