This is a serious violation of regulations on stopping and parking on the expressway access road, and at the same time causes disorder and traffic safety.
People proposed that functional agencies strengthen patrols and thoroughly handle street vendor points in the above area; strictly punish vehicles stopping and parking in violation of regulations to buy goods; and at the same time have measures to fence off or install no-entry signs at hot spots.
Providing information on this issue, the Order Police Team - Hanoi Department of Administrative Management Police for Social Order said that the unit has coordinated with Long Bien Ward Police to organize inspection, verification and handling.
As a result, functional forces made records of administrative violations against 3 cases of selling small-scale goods according to the provisions of point e, clause 2, Article 12 of Decree No. 168/2024. ND-CP, with a total fine of 675,000 VND; and at the same time requested to terminate the violation.
The Order Police Team requested Long Bien Ward Police to regularly maintain patrol and control work, to prevent the above situation from recurring.

Not only in the area of the access road to the Hanoi - Hai Phong expressway, people also reflect the situation of selling goods encroaching on the roadway in the Bau bus station area, Thien Loc commune (formerly Kim Chung, Dong Anh, Hanoi), causing danger to traffic participants.
After receiving the reflection, the working group of the People's Committee of Thien Loc commune coordinated with the village leadership to inspect, verify and recorded that the reflected content was correct. At the working session, the working group requested households to self-rectify and return the encroached road section, ensuring safety for people and vehicles participating in traffic.

In addition, on the road section near the turn into Phu Dong commune, people reflected that some households opened pig bathing services, parking and stopping cars in violation of regulations on the highway.
During the process of spraying water to cool livestock, water is sprayed on pedestrians, affecting traffic safety, environmental sanitation and the rights of traffic participants.
Phu Dong Commune Police, Hanoi City Police said that the sidewalk area of the Hanoi - Bac Giang expressway towards Phu Dong commune (old), from km 155 to km 156, belongs to Phu Duc 1 village, Phu Dong commune. Here, there are 8 households doing business in repair, tire replacement, car repair and water sales services.
Through grasping the situation, functional forces determined that some vehicles transporting pigs to Lang Son border gate often stop and park at this road section to wash cars, spray water to cool livestock, affecting environmental sanitation, traffic safety and urban order.
Faced with the above situation, the commune police invited 8 business households to work, propagate and request them to sign commitments to ensure traffic safety and urban order.
In the coming time, Phu Dong Commune Police will strengthen patrols and inspections, coordinate with Road Traffic Police Team No. 5 to strictly handle cases of illegal parking on National Highway 1B (section km 155 - 156), and at the same time promote propaganda to raise people's awareness of law compliance.
Functional agencies recommend that people not buy, sell, or stop illegally on highways and access roads to highways, in order to ensure safety for themselves and the community.
