Information from the Traffic Police Department (CSGT) of Hanoi City Police said that the unit has just verified and handled a case of driving a motorbike with one hand and holding a phone with the other hand when participating in traffic.
Previously, when witnessing the above image, passersby filmed a clip recording the violation and sent information to the phone number of the Director of the Traffic Police Department.
Through verification, on June 19, Road Traffic Police Team No. 14 - Traffic Police Department of Hanoi City Police invited Mr. N.A.D (born 2000, residing in Xuan Phuong ward, Hanoi) to the headquarters to work.
At the functional agency, Mr. N.A.D confirmed that at about 8:15 am on the same day, he was driving a motorbike with license plate 29L1-846. xx. When traveling on the road in Vinh Hoang urban area (Hoang Mai ward, Hanoi), he had the act of using his hand to hold and use his phone while driving a motorbike.

Based on the verification results, Road Traffic Police Team No. 14 made a record of administrative violation against Mr. N.A.D for the act of "a person driving a vehicle using a hand to hold and use a phone", as stipulated in point d, clause 4, Article 7 of Decree 168/2024/ND-CP of the Government.
For this violation, motorbike drivers are fined from 800,000 VND to 1 million VND, and at the same time 4 points of the driver's license are deducted.
The Traffic Police Department of Hanoi City Police recommends that people strictly comply with regulations when participating in traffic, do not use phones while driving to ensure safety for themselves and those around them.
At the same time, functional forces called on people to continue to provide information and images of violations to promptly detect and handle them, contributing to building a civilized and safe traffic environment.
