The individual handed over is a bird kite (scientific name Spilornis cheela), number 1 individual, weight about 2 kg, transferred to the Hanoi Wildlife Rescue Center for rescue, care and conservation.
Previously, Tu Minh Ward People's Committee, Hai Phong City announced the verification of the owner of wild animals; and at the same time coordinated with citizen Ngo Thi Duyen (the person directly involved in the rescue) to make a handover record. Through inspection, functional agencies determined that the individual showed signs of injury, had no legal owner and was received in accordance with regulations.

Tu Minh Ward People's Committee requests specialized units to receive, care for, and nurture individuals to promptly rescue and protect forest animals, contributing to biodiversity conservation. The voluntary handover of forest animals by people contributes to improving the effectiveness of management and protection of wild animals, and spreading awareness of law compliance in the community.
The receipt and handover are carried out based on Circular No. 85 dated December 31, 2025 of the Ministry of Agriculture and Environment on the management of endangered, precious and rare species and the implementation of the Convention on International Trade in Endangered Species of Wild Fauna and Flora.
According to Decree 84/2021/ND-CP, the birman kite (Spilornis cheela) belongs to Appendix IB, a group of endangered, precious, and rare species prioritized for protection and strictly prohibited from all acts of exploitation and use for commercial purposes. This species is also included in Appendix II of the CITES Convention, a group of species at risk of extinction if trade is not strictly controlled.
