According to Mr. Nguyen Dac Huy (residing in Bac Tu Liem district, Hanoi), he came here to do the driving license change procedure twice but could not do so because he arrived late. I had to arrive at 6am, but there were many people lining up in front, Mr. Huy shared.
Recorded at the driving license renewal point No. 2 Phung Hung, Van Quan ward, Ha Dong district, Hanoi at 9:30 a.m., the driving license renewal registration number had expired. Many people coming later had to shake their heads and go home waiting for the shift.

People do not need to worry
In order to make the handover work quick and compact, without affecting the issuance and renewal of driving licenses for people, the Vietnam Road Administration has issued a document requesting the Departments of Transport to coordinate with local police to fully prepare the contents related to the task of testing and issuing driving licenses to be able to hand over immediately upon request.
At the same time, it is recommended that the Departments of Transport review and forecast the number of driving license stamps that need to be used to serve the need to issue and change driving licenses until February 2025, including a plan to use them until February 19 and a plan to use them until February 28, proactively planning the effective use of the driver's license stamps that have been placed for production, avoiding excess and causing an increase in the volume of driving license stamps.
Many people said that the reason for having to go directly to the Hanoi Department of Transport to complete the procedures for issuing and renewing driving licenses is because it cannot be done online because the system is not connected. Currently, online procedures have been deployed in 63 localities, however, the connection software between units is often overloaded.
According to Mr. Nguyen Xuan Nam (residing in Co Nhue, Bac Tu Liem District), he tried to do online work through the National Public Service Portal on his computer but continuously had errors in his photos, although the facial recognition photo was very large and the website automatically edited it to suit the requirements. After working many times but could not, Mr. Nam was forced to come and work directly.
Speaking to Lao Dong Newspaper, Mr. Luong Duyen Thong - Head of the Department of Vehicle and Driver Transport Management (Vietnam Road Administration) - said that administrative procedures for granting and renewing licenses will not have many changes when transferred from the Ministry of Transport to the Ministry of Public Security for management.
