According to the provincial Hydrometeorological Station, the lowest temperature is generally from 1012°C, high mountainous areas 810°C, cold is likely to last, potentially seriously affecting people's health and production.
In the face of severe cold, the Chairman of the People's Committee of Son La province requested localities to closely monitor weather developments and promptly propagate to each village, hamlet and household about cold prevention and control measures.
The province pays special attention to not using charcoal stations or firewood in closed rooms to avoid gas poisoning; increase warmth for the elderly, children, boarding students, people with underlying diseases and proactively prevent fire and explosion in daily activities.
For agricultural production, it is required to inspect 100% of livestock households, strictly implement measures to prevent hunger and cold for livestock such as covering barns, stocking food, not letting livestock in severe cold, severe cold, vaccination and epidemic hygiene.
Localities are responsible for any major damage due to subjectivity and negligence in direction.

In Chieng Lao commune, there are many mountainous areas where cattle have died in cold in previous years. Cold prevention and control work has been implemented early and drastically.
The family of Mr. Ca Van Sieng, Ta Sai village, has proactively prepared feed and barns for the herd. "My family has grown more bananas, elephant grass, stockpiled straw and covered the barn since the beginning of winter so that the cows are not hungry or cold," Mr. Sieng shared.
In Cun village, where about 600 cattle and 4,500 poultry are being raised. Mr. Luong Van Nghiep, Party Cell Secretary and Village Head, said: "The issue focuses on mobilizing people to build cages to keep captive, store sour food, supplement nutrients and absolutely not take cattle to graze when it is very cold".
According to Mr. Pham Quang Son, Vice Chairman of the People's Committee of Chieng Lao commune, the whole commune currently has nearly 9,000 buffaloes and cows. "This year, the commune will soon develop a specific cold prevention and control plan; mobilize people to plant 144 hectares of grass, increase inspection in mountainous areas, promptly update weather information to warn people," said Mr. Son.
Not only Chieng Lao, other mountainous communes such as Muong Lan, Muong Lieu, Nam Lau, Xim Vang, Ta Xua... also step up propaganda, instruct people to reinforce barns, store food, and not graze cattle in cold rain.

The family of Mr. Lo Van Bun, Pu Hao village, Muong Lan commune, said that they have covered the barn, kept elephant grass sour, and added starch to increase the resistance of the buffaloes.
Together with the grassroots government, departments and branches monitor severe cold; provide instructions on cold prevention techniques for crops and livestock; ensure healthcare, communication and daily reporting to minimize damage.
