The victim is Ms. L.T.B. (69 years old), living with two children. According to leaders of Trung Tam ward, both of Ms. B.'s children have cognitive problems, and their families are subject to local social protection.

Initially, functional agencies determined that Ms. B. may have died about 1-2 days before being discovered.

Local authorities are developing a plan to support the family in organizing the funeral for Ms. B. after functional agencies complete the procedures according to regulations.
