More than 20 years without an end
In January 2016, the Government Inspector General at that time, Mr. Huynh Phong Tranh, together with the leaders of the Hanoi People's Committee and the Tay Ho District People's Committee, received citizens' complaints and denunciations about the incident related to the Office Housing Project for rent in the An Duong Lake area (Yen Phu Ward, Tay Ho District, Hanoi).
This project was implemented since 1990. In 1999, the Prime Minister issued a decision to reclaim 13,970m2 of land and assign it to IDC Company Limited for use in the project. However, by 2016, only more than 7,900m2 had been cleared, leaving more than 6,000m2 of land uncleared.
Mr. Nguyen Hai Duong - who was appointed as a representative by 63 households in Yen Phu ward - affirmed that previously, people living around An Duong lake area were ready to hand over land to implement the project. However, after that, people discovered a series of irregularities, land allocation and compensation were not in accordance with regulations, and unreasonable compensation prices were imposed, so they gathered documents to file a complaint.
Inspector General Huynh Phong Tranh, in a meeting with citizens, affirmed that the purpose of implementing the project is to serve the exploitation and effective use of land, and to modernize and beautify the urban area, which is in line with the policy and guidelines.
However, during the project implementation, some limitations were revealed, both objective and subjective, such as: Legal regulations on land, dykes, changes in organization and structure slowed down the project; the investor did not foresee the fluctuations in the general situation during the implementation process. At the same time, in the past, there were discrepancies in receiving information from the people, the attention and direction of the City People's Committee as well as the District People's Committee were not urgent, causing the lawsuit to be prolonged, affecting the lives of the people as well as the project implementation process, causing waste in land use.
The Government Inspectorate leader at that time requested the Hanoi People's Committee to direct departments, branches, sectors and local authorities to resolve and work with each household and each specific case. The case must be concluded in the second quarter of 2016.
However, until now, the case has not been completely resolved.
Report results required by March 31, 2025
On November 28, 2024, at the headquarters of the Central Citizen Reception Committee, Deputy Inspector General of the Government Duong Quoc Huy chaired a regular citizen reception regarding the case of Mr. Le Quoc Khanh - Director of IDC Company Limited.
Mr. Le Quoc Khanh requested the competent authority to consider and resolve a number of issues related to the implementation of the Office Housing Project for lease in the An Duong Lake area, Yen Phu ward, Tay Ho district, Hanoi city.
According to the citizen, the case has been over 20 years old but has not been reviewed and resolved by the competent authorities, greatly affecting the legitimate rights and interests of the Company as well as the people.
After listening to the opinions of the people and the leaders of relevant agencies and units, Deputy Inspector General of the Government Duong Quoc Huy concluded that this is an incident that has been going on for a long time but has not been completely resolved.
The Deputy Inspector General requested the Hanoi People's Committee to direct relevant departments and branches to review regulations and coordinate with the investor's representative to completely resolve the existing problems of the Project to ensure legitimate benefits for the investor and related individuals.

Requesting the functional departments and branches of Hanoi City to further strengthen coordination to work with the investor to complete the dossier and documents, and soon make a proposal to the City leaders to resolve the case according to regulations.
On the investor's side, Deputy Inspector General of the Government Duong Quoc Huy suggested continuing to consolidate records and documents, actively coordinating with relevant departments and branches to soon agree on a solution to submit to the Hanoi People's Committee to completely resolve the case.
Mr. Huy requested that the results of the above case be notified to the Government Inspectorate before March 31, 2025.
