At the meeting, representatives of the Kien An Project Management Board reported on the progress of a number of projects in Phu Lien ward. Accordingly, the project of connecting Nguyen Luong Bang Street with Tran Nhan Tong Street has completed about 85% of the construction volume.
The main reasons for the delay are the scarcity of raw materials and high costs. The investor strives to basically complete the project in September 2025. The recovery of agricultural land areas around the connecting road is still facing difficulties due to the work of preparing environmental impact assessment reports. The Kien An Project Management Board strives to speed up related procedures, completing site clearance in November 2025.
The project of connecting Nguyen Luong Bang Street with Tran Nhan Tong Street was approved by the 16th Hai Phong City People's Council at the 6th session on July 20, 2022. After 1 adjustment, the project has a total investment of 218.327 billion VND, the implementation period is until 2025.
Concluding the conference, the leaders of the Ward People's Committee requested the Kien An Project Management Board to urge the contractor to speed up the construction progress of the road project connecting Nguyen Luong Bang Street with Tran Nhan Tong Street to soon put into use, ensuring the service of local people's lives. The Economic - Infrastructure and Urban Affairs Department and relevant agencies will review and establish a record to handle violations in cases of households using land within the scope of project recovery but not yet relocated or completely handled in August 2025. The Kien An Project Management Board will coordinate to enforce site clearance if households do not comply. At the same time, urgently complete environmental impact assessment procedures to submit to the city for approval in August.
In addition, with the project to build a 4-storey building at Luong Khanh Thien Secondary School and a 2-storey building at Ngoc Son Primary School, the People's Committee of the ward requested the Project Management Board to urge the contractor to urgently construct and complete it to hand over and put it into use before the opening of the new school year 2025 - 2026.
