The project to connect the traffic of the Northern mountainous provinces with a total investment of more than 6,000 billion VND aims to shorten the journey to Hanoi capital of the Northern mountainous provinces.
The project consists of 2 routes, of which route 1 is 147 km long, connecting Lai Chau with the Hanoi - Lao Cai expressway, starting point at IC16 intersection, ending point at the old Lai Chau city hospital intersection.


Recorded by Lao Dong on July 31, the section through Van Ban commune (Lao Cai province), part of the XL-01 package constructed by Dong Duong Group Joint Stock Company and the XL-02 package implemented by Construction Investment Company Limited, project 656, both have slow and unfinished construction progress.
Observation along the route shows that many construction sites are still messy, lacking warning signs and ropes in dangerous areas, posing a potential risk to traffic safety.
According to people's reflection, the interrupted construction not only affects the travel process but also causes difficulties for the production and transportation of agricultural products of the people.
Vehicles are often damaged due to the dense road surface, potholes.



Ms. Nguyen Thi Hoa, a resident of Van Ban commune, Lao Cai province, shared: "This road has been under construction for several years but is still not completed. The road is dusty when it is sunny, muddy when it rains.
The construction unit lacks measures to protect the safety of the project, so collisions and accidents often occur. Therefore, children going to school or the elderly going to the market must move very carefully.



According to Van Ban Commune Police, in the past, contractors have carried out construction of items such as excavation, leveling, asphalt paving, building drainage ditches, burying markers, guardrails, etc.
However, the delay in construction progress has led to the road surface deteriorating, concave, forming many "potholes", "elephant potholes", dust pollution, noise pollution seriously affecting the daily life and activities of residential areas along the road, causing frustration for the people.
At the same time, it directly affects traffic participation on National Highway 279 with a large volume of vehicles.




Talking with Lao Dong, Mr. Vu Khanh - representative of Project Management Board 2, Ministry of Construction admitted that the project still has many shortcomings as reflected by the people of Van Ban commune.
According to Mr. Khanh, because people have not agreed to the compensation price at some sections, the construction is still unfinished. However, the local government has now promoted and mobilized people to continue the construction of the road.


Regarding the lack of measures to ensure traffic safety, Mr. Khanh said that investors will strengthen inspections, urge contractors to stretch ropes and put up signs at dangerous locations to warn people. At the same time, water regularly to limit dust from the road construction process.
"Currently, the progress of the entire route is about 60%, we are also urgently urging the contractor to speed up construction. In particular, if any team is slow to construct and is not guaranteed, we will immediately replace it with another unit. Everything must be completed before December 31, 2025 according to the plan, affirmed a representative of Project Management Board 2.
