Causing serious pollution
For many years, people in village 15, Xuan Sinh commune, Tho Xuan district (now Sao Vang commune, Thanh Hoa province) have been upset about Nhat Long Fertilizer Joint Stock Company's production activities causing environmental pollution, seriously affecting their lives. This company has been operating since 2003, initially only producing additives from coal and mud. However, in the past 10 years, the enterprise has expanded to produce chemical fertilizers, generating strong odors and dust.
According to many households, usually from 7am to 6pm every day, smoke from production activities is released into the environment, with some days working overtime until 9pm. On sunny days, you can clearly see the hazy smoke; in winter or rainy days, the smoke and dust from the factory surround the residential area.
It is known that Nhat Long Fertilizer Company is located on an area of over 9,000m2, the main occupation is processing and manufacturing inorganic fertilizers, with a capacity of 9,000 tons of products/year (NPK alloy, medium fertilizer, organic fertilizer, micro-energy fertilizer). After receiving feedback from the people, Thanh Hoa Provincial Party Secretary Nguyen Doan Anh directed the Provincial Police to preside over and coordinate with the Department of Agriculture and Environment and related units to urgently verify, clarify and strictly handle violations (if any) according to regulations.
Entering the handling and proposal for relocation
Implementing the above instructions, Thanh Hoa Provincial Police have verified, inspected and discovered many violations at Nhat Long Fertilizer Company.
According to the Decision on administrative sanctions of the Head of the Economic Police Department - Thanh Hoa Provincial Police, the company committed the following acts: "Violating regulations on discharging wastewater containing common environmental parameters into the environment"; "Violating regulations on environmental licenses".
For the above acts, Nhat Long Fertilizer Company was administratively fined VND458 million, had its environmental license revoked for 3 to 6 months to remedy the violation and forced to demolish construction works and equipment in violation of regulations.
The police force also discovered many signs of land violations such as: Using more than 3,700m2 of land without a right to use certificate; many construction works are outside the scope of land for production and business or not for the right purpose of use. The area of land for fertilizer production but not yet granted an environmental license is up to more than 13,300m2.
Many works such as factories No. 1, 2, 3; warehouses No. 1, 2; wastewater and emission treatment systems are not constructed according to the proposal for environmental licensing, but are built on residential land and agricultural land. Notably, this company also built many items such as factories, warehouses, water tanks, etc. without a construction permit from a competent authority.
To remedy the consequences and ensure the health of the people, the People's Committee of Sao Vang commune and the authorities of Thanh Hoa have requested Nhat Long Fertilizer Company to temporarily suspend operations until it is confirmed that it has remedied the violation. At the same time, the company needs to study a plan to relocate the production facility out of the residential area to a suitable location.
