Contractor named at National Highway 32 expansion project, Hanoi

Hanoi - Many shortcomings of the joint venture contractor Trung Thanh Company and Quang Loi Company were pointed out during the construction of the project to upgrade and expand National Highway 32.

In early 2024, the project to upgrade and expand National Highway 32, the section through Tay Dang town (old Ba Vi district, now Quang Oai commune) phase 1 was started. The upgraded and expanded section is about 1.7km long, expected to be completed in August 2025.

However, by the end of October 2025, the project was still unfinished. Local people said that the construction works have been sluggish for a long time, causing consequences of dust and environmental pollution, especially the constant traffic insecurity on the route.

Mr. Hoang Van Huy (residing in Quang Oai commune, Hanoi) said that this is a vital route connecting the West with the center of Hanoi, with a lot of vehicles traveling every day, but the project implementation is too delayed, no one can accept it.

"When it rains, the road becomes muddy, the sun rises and the dust is everywhere, making it very difficult for people to travel. Not to mention that there are many trucks and containers traveling on the route, if there are mistakes, accidents can easily happen" - Mr. Huy said.

With the current project implementation progress, Mr. Huy suggested that the government should review the capacity of the current contractor. If it cannot meet the requirements, it is necessary to replace the new contractor to meet the progress requirements.

The report of the Project Management Board (PMU) for Investment - Infrastructure of Quang Oai commune on October 21 said that in the past, the construction progress of the project to upgrade and expand National Highway 32 through the commune has been very slow.

Although the weather during this time is dry and favorable for continued implementation, the contractor has not focused on construction and has not resolutely directed the construction site command board.

The Project Management Board also pointed out a series of inappropriate construction measures by contractors, including: The roadbed is too long and there are no additional filling materials, leading to easily flooding affecting the construction progress; the road under construction has many potholes and the traffic safety system is not fully equipped; the detailed plan for the section of the route has been cleared about 800m; the technical infrastructure system to underground the electricity and telecommunications systems has not been completed.

"Due to the construction site not continuously "working in the sun, work at rest, rain at rest", there is a potential risk of traffic insecurity for people traveling through the area; affecting the daily life and business of households along the road, causing frustration" - Quang Oai Commune Infrastructure Investment - Investment Project Management Board assessed.

Faced with the above reality, this unit has requested the contractor of Trung Thanh Construction Investment Consulting Co., Ltd. - Quang Loi Company to develop appropriate construction organization measures, appoint overtime and increase shifts; add signs, instructions, and traffic safety systems along the route.

Arrange to increase water irrigation to keep the road surface moist, reduce road dust affecting visibility; at the same time, urgently complete the technical infrastructure system to bury the power and telecommunications systems.

The Investment - Infrastructure Project Management Board also requested the joint venture of mid-terrain contractors to resolutely carry out the construction to spread the asphalt concrete section of 800m before November 15, 2025.

For the supervisor - Technology Consulting, Equipment and Construction Quality Inspection Joint Stock Company - CONINCO, the Investment - Infrastructure Management Board of Quang Oai commune requires the arrangement of staff to supervise and be present at the construction site regularly; closely follow the contractor's construction plan, supervise in accordance with regulations, ensure timely resolution and handle problems.

For technical staff of the Project Management Board, they must continuously inspect, supervise, and review the progress according to the project's plan every 10 days, and make timely inspection records to report to the leaders of the Commune People's Committee.

The Quang Oai Commune Investment - Infrastructure Project Management Board requires cadres of the Project Management Board, construction units, and supervision consulting units to focus on speeding up progress, completing work according to plan, ensuring safety and minimizing impacts on people.
