On October 27, Mr. Nguyen Quoc Ha - Deputy Director of the Department of Construction of Ha Tinh province - said that on the same morning, the People's Committee of Ha Tinh province issued a decision agreeing to allow the Department of Construction to establish an inspection team to conduct an inspection at the Hoa Tien Xuan Thanh Project.
According to the Deputy Director of the Ha Tinh Department of Construction, it is not possible to determine the time to complete the inspection, and when there will be a report on the cause of the collapse of the villas at the Hoa Tien Xuan Thanh Project. Because the inspection depends on coordination with the Inspection Center of the Ministry of Construction.
Recently, the project investor, Hong Lam Xuan Thanh Joint Stock Company, has issued a document requesting to repair and overcome the damage caused by storm Bualoi (storm No. 10) affecting the Xuan Thanh Service and Housing Project (also known as Hoa Tien Xuan Thanh).
Regarding that proposal, Mr. Nguyen Quoc Ha - Deputy Director of the Department of Construction of Ha Tinh province said that it has not been accepted because we still have to wait for the inspection team to have a conclusion to have a basis for implementation.
Previously, the State Appraisal Department of Construction Quality (Ministry of Construction) on October 11 sent a document to the Ha Tinh Department of Construction.
The content of the document requires the Ha Tinh Department of Construction to urgently advise the Provincial People's Committee to consider and decide to stop, temporarily suspend construction or exploitation of the construction item, part or all of the project depending on the nature, level and scope of impact of the incident; organize to overcome and resolve the incident according to regulations.
At the same time, it is required to organize an appraisal of the cause of the incident; handle the responsibilities of relevant organizations and individuals (if any); request the investor, owner or the manager and user of the project, relevant parties to organize the remediation of the incident, decide on continuing to put the project into use.
As Lao Dong has reported in many articles, after storm No. 10, many villas in the Service Area and Spring Thanh Hotel Construction Project collapsed and were damaged.
The scene shows that there are signs that these damaged coastal villas do not have breakwater.
Meanwhile, according to license No. 38 dated June 13, 2016 issued by the Ha Tinh Department of Construction to Hong Lam Xuan Thanh Joint Stock Company, the project has a 850m long sea embankment, using a 5.4m long, 996mm wide, and 300mm thick demand-bearing pile.
Notably, in this row of villas, there are 2 houses located near a hotel in another project that have been built with a breakwater but are still safe, not collapsed or damaged.
