These days, the investor is hiring dozens of workers and excavators to scoop sand from the beach and put it in sacks to build temporary breakwaters in front of damaged villas.
A management officer of Hoa Tien Xuan Thanh Resort said that they are currently building temporary embankments with sandbags, and will later build solid embankments with concrete.
Notably, license No. 38 dated June 13, 2016 issued by the Ha Tinh Department of Construction to Hong Lam Xuan Thanh Joint Stock Company, at the projects under the Service Area and Xuan Thanh Hotel Construction Project, there is a construction of an 850m long sea embankment, using a 5.4m long, 996mm wide, 300mm thick demand-bearing pile.
The environmental impact assessment report of the Xuan Thanh Service and Housing Project also determined: Every year, there are many storms and thunderstorms in this area. High waves, rising water accompanied by rain and storms.
To minimize the impact of large waves and rising water, the design height and stability of the project must be calculated at the maximum level, and a plan must be prepared to respond to unusual meteorological and hydrological conditions.
Regarding the damage and heavy damage after storm No. 10 of Hoa Tien Xuan Thanh Resort, Mr. Nguyen Quoc Ha - Deputy Director of Ha Tinh Department of Construction - said that this Department is establishing an inspection team to inspect and determine the cause.
Regarding the suspicion that the investor has not built a sea dyke according to the licensed design, and the suspicion that the quality of the villas "had problems" when the foundation was built, the leader of the Ha Tinh Department of Construction said that this would be clarified after the team conducted an inspection and assessment.
