Vice Chairman of the Provincial People's Committee Tran Bao Ha directed and requested the Department of Construction to preside over and coordinate with relevant units and localities according to their functions and tasks to urgently organize the implementation of state management contents according to their authority for the above incident.
Study and accept the proposal of the State Appraisal Department on the quality of construction works (Ministry of Construction), promptly report and advise the Provincial People's Committee on related contents before October 25.
Previously, on October 11, the State Appraisal Department of Construction Quality (Ministry of Construction) sent a document to the Ha Tinh Department of Construction to implement a number of contents related to many villas in the Hoa Tien paradise - Xuan Thanh Golf & Resort project that collapsed after storm No. 10.
The content of the document requires the Ha Tinh Department of Construction to urgently advise the Provincial People's Committee to consider and decide to stop, temporarily suspend construction or exploitation of the construction item, part or all of the project depending on the nature, level and scope of impact of the incident; organize to overcome and resolve the incident according to regulations.
At the same time, it is required to organize an appraisal of the cause of the incident; handle the responsibilities of relevant organizations and individuals (if any); request the investor, owner or the manager and user of the project, relevant parties to organize the remediation of the incident, decide on continuing to put the project into use.
As Lao Dong has reported in many articles, after storm No. 10, many villas facing the sea in the Hoa Tien paradise - Xuan Thanh Golf & Resort project (also known as Hoa Tien Xuan Thanh) invested by Hong Lam Xuan Thanh Joint Stock Company in Tien Dien commune collapsed and were severely damaged.
It is worth mentioning that in the villas that were collapsed and damaged by the waves, there are signs that no breakwater has been built. Meanwhile, according to the construction permit granted to the service area construction project and Xuan Thanh Hotel (Hoa Tien Xuan Thanh), there is a construction of an 850m long sea embankment, using a 5.4m long, 996mm wide, and 300mm thick demand-bearing pile.
In addition, the collapsed and damaged villas exposed the ground and wall structures to make it feel unable to withstand the big storm.
