Reflecting on this situation, according to the Management Board of Investment and Construction Projects for Traffic and Agricultural Works of Da Nang, many key projects using public investment capital in Da Nang are facing the risk of stagnation due to the shortage of construction sand and sudden increase in commercial concrete prices.
The Management Board of the Da Nang Traffic and Agricultural Construction Investment Project has sent an urgent report to the Da Nang City People's Committee. According to the report, many commercial concrete suppliers have announced temporary suspensions or increased selling prices.
Accordingly, Viet Han Construction and Trading Investment Joint Stock Company - Quang Nam Branch and Phuoc Yen Trading Investment Company have stopped supplying. Vinaconex 25 Company only provides limited supply with an increase of VND 120,000/m3 from May 22. Sy Kien Manh Company (Song Han concrete station) only prioritizes customers to buy in large quantities and increases prices by 20-30%.
The main reason given by the companies is the scarcity of construction sand. Sand supply has decreased sharply due to the temporary suspension of sand mines in Da Nang and Quang Nam. Sand prices have increased rapidly from 300,000 VND/m3 to nearly 700,000 VND/m3 in just a few weeks.
Notably, at least 4 key projects have been directly affected, including the renovation and upgrading of Bien Bridge; wastewater collection system in Hoa Xuan and Cam Le areas; Yen River embankment and Cu De embankment.

In order to cool down sand prices, Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 85/CD-TTg dated June 10, 2025 on strengthening solutions for management and stabilizing construction material prices, especially construction sand prices.
For localities, the Prime Minister requested Chairmen of People's Committees of provinces and cities to strengthen inspection and supervision. Timely update, announcement of construction material prices, construction price index to ensure accurate reflection of material cost structure and in line with market price level.
In particular, priority is given to ensuring the source of construction materials for important, national key projects, projects that must be completed early, and urgent civil works.
Responding to the shortage of construction sand in the area in recent times, Mr. Nguyen Ha Nam - Director of the Department of Construction of Da Nang - analyzed that regarding construction sand, Da Nang City does not have a plan to explore and exploit construction sand for the period 2021 - 2030, with a vision to 2050.
Mr. Nguyen Ha Nam said that when receiving information reflecting on the shortage of construction sand in the city, the unit surveyed the actual status of some locations in Hoa Vang district regarding the ability to supply construction sand materials for construction.
"The city's leaders have proposed that the People's Committee of Quang Nam province coordinate to solve the shortage and stabilize sand prices in the market. At the same time, coordinate with localities to grasp the situation of fluctuations and actual needs" - Mr. Nam said.
