On September 8, the Ministry of Construction held a "Conference on implementing Resolution No. 57 NQ/TW of the Politburo, Resolution No. 71/NQ-CP of the Government and promoting the activities of Science and Technology, Innovation and Digital Transformation in the Construction and Transport sector".
The Ministry of Construction said that in recent times, the construction and transportation sectors have had important developments in innovation and digital transformation.
Typically, the field of construction has promoted research and application of modern technology such as LiDAR technology mounted on UAVs, combined with GPS and electronic components to establish a control grid, monitoring construction transitions, real-time automatic monitoring (Real-time Monitoring) for metro, elevated railway, underground works, super high-rise buildings.
The Vietnamese engineering team has so far completely mastered the technology from the design to the bridge construction, including bridges with complex structures, cable bridges, typically My Thuan 2 and Rach Mieu 2 bridges, inaugurated in 2025, designed, constructed, towed, adjusted internal strength, etc., gradually replacing dependence on foreign consultants and contractors, the Ministry of Construction Report emphasized.
Vietnamese enterprises have been able to undertake all stages from design, project management, construction and construction quality control of buildings to 55 floors (Hanoi Landmark).
For some other complex structures such as large span space trams, domestic consulting and manufacturing contractors who have received technology transfer from Germany and Italy have manufactured components with high precision for large span space trams and steel structure handling trams.
The Vietnamese shipbuilding industry has gradually mastered many complex technologies in building new and repairing large, special-class ships.
Many products of strategic significance have been completed such as 53,000-ton ships, 100,000-ton oil tankers, 150,000-ton FSO-5 floating oil tankers, 3,000-ton road plastic tankers, or 6,900-seat car tankers. In the railway sector, Vietnam has gradually localized many important items.
The Vietnamese automobile industry has made 3 important strides in manufacturing components and spare parts such as case frames, chassis, electric wires, chairs, safety glass, active bridges, gearboxes, etc., contributing to increasing the localization rate.
In addition to the achieved results, research and application of science and technology, innovation, and digital transformation activities still revealed some shortcomings and limitations. The reason is that the institutions, scientific and technological laws and policies still lack consistency. Some units in the industry still operate outdated lines and equipment with low efficiency and small scale. Digital transformation work in many units and enterprises in the industry has not received due attention. Investment resources are still limited, the ratio of spending on science and technology compared to GDP is still low, not commensurate with the key role. Research and innovation activities do not have many specific products. The linkage between research institutes, universities and enterprises is still loose, lacking an effective coordination mechanism to commercialize research results.
Faced with the above situation, the Ministry of Construction has proposed a number of solutions in the coming time. The Ministry assigns units to perfect institutions, policies, and laws.
Assign science and technology organizations, specialized units and enterprises in the Industry to promote international cooperation and focus resources and science and technology funding on research topics of "technology decoding" and "Vietnamization" of specialized technologies that have been deployed in developed countries to quickly put into practical application in Vietnam.
The Ministry will assign Heads of Institutes, Schools, and enterprise science and technology organizations under the Ministry of Construction to strengthen innovation and digital transformation activities.
Assign relevant units to promptly research and develop the Project, form the Ministry of Construction's Innovation Center as a focal unit to collect research results.
Regarding financial resources for research, the Ministry of Construction assigned relevant units to actively research, advise and propose to the Government to increase investment in facilities, laboratory systems, and specialized research equipment for science and technology organizations, institutes, schools, and academies under the Ministry of Construction.
