On December 4, speaking with a reporter from Lao Dong Newspaper, Mr. Phan Van Men - Director of Hanoi Social Security said that one of the bright spots in the digital transformation process of Hanoi Social Security is the widespread application of chip-embedded citizen identification cards (CCCD) in health insurance examination and treatment. Currently, more than 7.4 million people in the city can use CCCD to go to the doctor, replacing the traditional health insurance card; 100% of health insurance medical facilities have deployed health insurance examination and treatment using chip-embedded CCCD, health insurance card photos on VssID, VneID. Along with that, there have been more than 5,707 billion searches for health insurance card information when going to health insurance medical examination and treatment.
The implementation of health insurance services using chip-embedded ID cards and health insurance card photos on VssID and VNeID helps simplify procedures, save time for both patients and medical staff, and the social insurance agency also saves costs in printing and issuing health insurance cards.
In addition, the deployment of online public services in the field of social insurance has also been promoted. People can perform many transactions such as renewing health insurance cards, registering births, deaths, resolving unemployment benefits... right at home through the National Public Service Portal. Thanks to that, people save time and effort in traveling.
The application of biometric technology based on biometric information integrated on chip-embedded ID cards has contributed to enhancing security and accuracy in transactions related to social insurance. Thanks to that, fraud and falsification of records have been significantly reduced. In Hanoi, there are 2 units selected to pilot the authentication of biometric information integrated into the Data Reception Portal of the Health Insurance Appraisal Information System (serving health insurance examination and treatment using chip-embedded ID cards), namely An Viet Hospital and integrated into the Software for Receiving and Managing Records (serving the work of receiving records and returning results of administrative procedures), namely Dong Da District Social Insurance.
Hanoi Social Insurance has also actively coordinated with relevant agencies and units to connect data, creating favorable conditions for people. The connection of data on driver health examinations, birth certificates, and death certificates has helped shorten the time to process administrative procedures for people. As a result, by September 2024, health examination certificates were issued for 352,291 cases; birth certificates were issued for 147,188 cases; and death certificates were issued for 1,924 cases.
According to Mr. Phan Van Men, recently, Hanoi City Social Insurance has coordinated to promote cashless payments.

The City Social Insurance has coordinated with the City Police and relevant units to effectively deploy and implement Plan No. 146/KH-UBND dated May 10, 2024 of the City People's Committee on deploying solutions to apply the national database on population in paying monthly pensions and social insurance benefits through non-cash payment methods in Hanoi.
Up to now, the rate of pension and social insurance benefits paid through personal accounts has increased sharply, of which monthly pension and social insurance benefits paid through personal accounts reached 98.52%; one-time social insurance benefits reached 96.97%; unemployment insurance reached 99.85%" - Director of Hanoi Social Insurance shared.
