On December 6, Major General Nguyen Van Thuan - Head of the National Assembly Delegation of Can Tho City, Director of Can Tho City Police Department, and the National Assembly Delegation of Can Tho City had a meeting with voters, officials and union members after the 8th session of the 15th National Assembly.
At the meeting, Mr. Dao Chi Nghia - Member of the Party Executive Committee, Deputy Head of the National Assembly Delegation of Can Tho City - reported on the results of the 8th session of the 15th National Assembly and some new points of the Trade Union Law (amended).
After the report, voters expressed their excitement when the Trade Union Law (amended) was passed and raised many opinions and recommendations related to the rights of employees when participating in social insurance (SI) and unemployment insurance (UI).
Voter Mai Thi Kim Quyen (Binh Thuy District Labor Union) said that the situation of enterprises owing and evading social insurance, health insurance, and unemployment insurance premiums still occurring in the city has affected the rights of workers. Accordingly, voters hope that there will be strong measures to deal with these enterprises to resolve the rights of workers... or there will be policies to support workers to receive benefits in a timely manner when enterprises intentionally owe or evade social insurance, health insurance, and unemployment insurance premiums.
Regarding the draft Law on Employment (amended) stipulating that unemployment benefits will not be counted for the period of paying social insurance for more than 144 months, voter Pham Thi Ha An (Labor Union of Ninh Kieu District) said that this will greatly affect the psychology of workers, causing them to quit their jobs to receive unemployment benefits. Voters proposed that the National Assembly stipulate that the period of paying social insurance for more than 144 months must be reserved to calculate for the next unemployment benefit.
Faced with the situation of late payment of social insurance, the representative of the leader of Can Tho City Social Insurance informed that in the coming time, the industry will continue to coordinate with related industries to step up inspection and examination, especially in cases with signs of violations; Publicize the list of units that are late in payment according to regulations on the industry's electronic information portal and press agencies.
The City Social Insurance will also record the implementation of the Law on Social Insurance (amended) and the Law on Health Insurance (amended) effective from July 1, 2025 in the area. If there are difficulties or problems in ensuring the rights of workers, the industry will continue to propose to competent authorities for amendments.
Mr. Dao Chi Nghia - Deputy Head of the National Assembly Delegation of Can Tho City - also emphasized that if employees discover that a business is slow or evades paying social insurance, they should report it to the Trade Union of the unit. From within the Trade Union system, there will be a way to connect with relevant units and authorities to resolve the issue and ensure the legitimate rights of employees.
Representative of the Can Tho City National Assembly Delegation, Mr. Nguyen Manh Hung - Standing Member of the National Assembly's Economic Committee - said that the specific recommendations of the voters have been answered relatively fully by the relevant responsible agencies. Regarding the contents related to the Law on Employment (amended) such as having a better policy on unemployment benefits, adjusting the period of time for employees to pay social insurance for more than 144 months, the delegation will continue to study and give opinions in the upcoming National Assembly session so that the provisions of the Law on Employment (amended) are consistent with the wishes of employees.
