On the evening of September 14, information from the Traffic Police Department (CSGT) of Hanoi City Police said that the traffic police force had just discovered and fined many cases of non-injured soldiers and people with disabilities driving self-made three-wheeled vehicles transporting goods on the road.
Accordingly, on the same morning, on Khuat Duy Tien street, the task force of Road Traffic Police Team No. 7 arranged forces to patrol and control, focusing on handling cases of driving self-made three-wheeled vehicles, bulky cargo vehicles, pulling other vehicles and objects participating in traffic.
At about 10:55 am, the task force discovered a man driving a self-made three-wheeled vehicle carrying goods, so they stopped the vehicle for inspection. At this time, the logo with the words "injured soldier" was attached to the front windshield of the vehicle.
Working with functional forces, this person admitted that he was not a war invalid and said that because he was asked by someone else to drive to transport goods for hire, he drove a self-made three-wheeled vehicle to participate in traffic.
The working group explained the provisions of law related to the production, assembly, and use of self-made vehicles participating in traffic; and at the same time made a record of administrative violation, temporarily seizing the three-wheeled vehicle for handling according to regulations.
Next, the traffic police force discovered and handled the case of Mr. N.V.T (born in 1982, residing in Hanoi) driving a self-made three-wheeled vehicle participating in traffic.
Through verification, this person is also not a wounded soldier or disabled person. The use of a self-made three-wheeled vehicle is to carry more equipment to go to work on projects.
Self-produced and assembled vehicles often do not meet the requirements for structure, braking system, lighting, signals and other technical safety conditions, so they do not meet the conditions for participating in traffic," said a representative of Road Traffic Police Team No. 7.
According to the traffic police force, the use of homemade vehicles to carry bulky goods or pull vehicles and other objects can change the center of gravity, control ability and braking distance of the vehicle, posing a potential risk of traffic accidents.
In addition, vehicles that do not meet technical standards can also affect the environment due to emissions and noise. Carrying bulky goods without covering also poses a risk of falling and spilling onto the road, affecting environmental sanitation, aesthetics and urban civilization.
According to statistics from the Hanoi Traffic Police Department, from August 15 to September 14, the traffic police force in the city handled 216 cases of self-produced and assembled vehicles; propagated and mobilized people to voluntarily dismantle 23 self-made three- and four-wheeled vehicles; handled 394 cases of driving motorbikes carrying goods exceeding regulations, 181 cases of driving vehicles pulling other vehicles.
Hanoi Traffic Police Department requests people to strictly comply with the provisions of law on arranging and transporting goods on motorbikes and mopeds when participating in traffic; not carrying bulky goods exceeding the prescribed limits.
At the same time, absolutely do not produce, trade, or use self-made vehicles to participate in traffic, contributing to ensuring traffic safety, environmental sanitation, aesthetics and urban civilization in the Capital.
In the coming time, the Hanoi Traffic Police Department will continue to strengthen propaganda, patrol, control and strictly handle violations, and at the same time mobilize people to voluntarily dismantle and remove self-made vehicles that do not ensure safety conditions.
