Orient the structure, arrangement and reorganization of other specialized departments similar to the arrangement in provincial departments and branches.
Merge the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs. The name of the department after the merger is the Department of Home Affairs and Labor.
Regarding functions and tasks, the Department of Home Affairs and Labor will take over the functions and tasks of the Department of Home Affairs and the functions and tasks of labor, wages; employment; meritorious people; occupational safety and hygiene; social insurance, and gender equality from the current Department of Labor - Invalids and Social Affairs.
For districts without an Ethnic Affairs Department, proactively decide to transfer the advisory function on ethnic affairs to the Department of Home Affairs and Labor to unify the unit advising on state management of ethnic and religious affairs and carry out poverty reduction tasks.

Establish the Department of Economy, Infrastructure and Urban Areas on the basis of receiving the functions and tasks of advising on state management of construction, traffic, industry and trade at the district level from the current Department of Economy and Department of Urban Management (in towns and cities), and Department of Economy and Infrastructure (in districts).
Establish the Department of Culture, Science and Information on the basis of receiving the functions and tasks of the Department of Culture - Information and the functions and tasks of science and technology from the Department of Economy (in towns and cities), the Department of Economy and Infrastructure (in districts) currently at the district level.
Establish the Department of Agriculture and Environment on the basis of receiving the functions and tasks of the Department of Natural Resources and Environment and the functions and tasks of the Department of Agriculture and Rural Development (at the district level) and the functions and tasks on agriculture and rural development from the Department of Economy (at the town and city level) currently at the district level.
The Department of Health takes over the function of advising on state management in the fields of social protection, children and social evil prevention from the current Department of Labor, War Invalids and Social Affairs.
The Department of Education and Training takes over the functions and tasks of vocational education from the current Department of Labor, War Invalids and Social Affairs.
The Ethnic Affairs Department (People's Committees of Le Thuy, Bo Trach, Minh Hoa districts) takes over the functions and tasks of advising on state management of religion from the Department of Home Affairs, and the task of poverty reduction from the current Department of Labor - Invalids and Social Affairs, and changes its name to the Department of Ethnic Affairs and Religion. At the same time, review the criteria for establishing the Ethnic Affairs Department to ensure compliance with regulations.
For district-level public service units, receive district-level Health Centers from the Department of Health.
Regarding the above issue, Quang Binh Provincial Party Secretary Le Ngoc Quang requested that Party committees and authorities at all levels strictly implement the Central's policies, regulations and directions on restructuring the apparatus, ensuring unity from the Central to local and grassroots levels, closely following the plan and progress of restructuring and streamlining the apparatus according to the requirements of the Central Steering Committee and the Politburo.
