Through inspection of 4 units including Hong Dan District People's Committee, Department of Transport, Department of Planning and Investment, Department of Natural Resources and Environment, a series of shortcomings, limitations and inadequacies in handling administrative procedures were discovered.

District loosens administrative procedure reform

In Hong Dan district, the People's Committee of this district did not issue documents to deploy and disseminate to affiliated units in the district about proposing a list of administrative procedures (AP), reviewing and evaluating AP according to the direction of the Provincial People's Committee and the request of the Office of the Provincial People's Committee.

Some officials were assigned to work at the district-level reception and results department, but they still worked at their own units in spite of new units. The facilities, equipment, and machinery at the one-stop department were not guaranteed, were damaged, and could not be used. This shows that Hong Dan district has not paid attention to administrative reform.

The implementation of posting administrative procedures is not complete (land and social evils are not posted); the District People's Committee has not issued regulations on the organization and operation of the department receiving and returning results; and has not promptly updated records of areas handling administrative procedures into the software of the information system handling administrative procedures. In addition, through inspection, it was also discovered that the handling of administrative procedure records is still late, appointment papers are recorded with incorrect deadlines, and receipt of records and appointment dates for returning results are not issued...

Difficult access to land procedures

At the Department of Transport and the Department of Planning and Investment, there are still shortcomings in the direction and implementation, especially the number of administrative procedure files that are still overdue; the time recorded on the appointment paper for returning results is incorrect... The Department of Planning and Investment does not notify in writing to the one-stop department about the reasons for the delay in processing administrative procedure files for people and businesses according to regulations. Inspection and self-inspection of administrative reform are not carried out regularly. The civil servants in charge of the process of receiving and processing administrative procedures are still limited and lacking...

In the field of land and natural resources and environment, people are "tortured" by administrative procedures. The inspectorate pointed out that the reason was that the unit had not promptly issued documents to implement the instructions of the Provincial People's Committee on administrative reform. When people had complaints and requests, the inspection agency under the Department of Natural Resources and Environment was slow to resolve and respond.

The inspection of the actual reception and settlement of administrative procedures (mainly in the land sector) showed that there were more than 19,500 overdue records. The Department of Natural Resources and Environment Inspectorate received 214 petitions and letters of reflection, but the classification and processing of petitions and recommendations and the recording of information were not complete; the petitions were not followed up on the direction of the Chairman of the Provincial People's Committee and other agencies and units. This led to errors and delays in responding to complaints and recommendations, and coordinating the settlement of people's requests.

A typical case is that of Ms. Pham Thi Dung, Hamlet 15, Vinh Hau A Commune, Hoa Binh District, who requested to be granted land use right certificates for households in Vinh Hau A Commune. The Department of Natural Resources and Environment inspectors were 28 days late in resolving the matter. After proposing a solution, the department did not respond to the people.

Chief Inspector of Bac Lieu province Bui Thanh Nguyen proposed that the Chairman of the Provincial People's Committee direct a review of experience for the Director of Department, Deputy Director in charge of the Department of Natural Resources and Environment in management and operation. Along with that, it is recommended to rectify and draw experience for the roles and responsibilities of the Director of the Department of Planning and Investment, the Department of Transport, the Chairman of the People's Committee of Hong Dan district...

After the inspection, the province will resolutely and strictly handle acts of harassment of people through administrative procedure settlement.
