Small dike, big car running rumble
As Lao Dong Newspaper reported earlier, many dike sections in Hanoi have sunk and cracked deeply, posing potential dangers.
Present at the Huu Hong and Ngoc Tao dykes in Dan Phuong and Phuc Tho districts, the reporter noted that although there were many signs on the dykes prohibiting vehicles with a load capacity of over 12 tons and 10 tons, many large trucks still ran noisily, occupying the entire dyke surface. In many places, the reporter stopped his motorbike and pressed close to the roadway, but still had to hold his breath when the vehicles passed by.
We traveled on the dikes for about 2 or 3 hours, but when we got home our clothes were white with dust.
Ms. Truong Thi Ha (living in Dan Phuong) said that she works in Bac Tu Liem, so every day she has to go through Huu Hong dike (through Lien Trung and Lien Ha communes) and then through Chem, into the inner city. Although the dike road is not too crowded, the large trucks and "tiger" vehicles running day and night make her very scared.
Ms. Ha expressed her hope that the authorities would soon handle the oversized and overloaded vehicles that no longer roam the dike roads. Only then will people feel secure when traveling on the dike roads, as well as ensuring the safety of the dike.
Carefree market gathering, drying agricultural products on the dike
Not only is there the phenomenon of oversized and overloaded vehicles, around the Huu Hong dike, many construction works are built along the dike. Around these factories, people carelessly dry forest products.
Surveying in Lien Ha and Lien Trung communes (Dan Phuong district), reporters recorded many factories near the foot of the dike, drying forest products, leaving construction materials, waste... Even on the dike surface, people carelessly set up modified carts to sell bamboo, wood... in the middle of the road.
Although there is a sign prohibiting markets, because this is a level I dike protecting the capital region, outside Day market (in Lien Trung commune), right on the dike, people openly trade and do business.
According to traders, Day market is most crowded on the 3rd, 8th, 13th, 18th, 23rd and 28th of the lunar month. However, on the remaining days, traders do not meet in the market but sell necessities and food right on the street, regardless of the danger of traffic accidents for passersby.
Not only around Day market, in Trung Chau commune (Dan Phuong district), a temporary market has also been "sprung up". People sell a variety of items from clothes, shoes, food. Around this area, many trucks often pass by, posing a potential risk to traffic safety.
According to a reporter's survey, along the Huu Hong dykes, many constructions were built around the foot of the dykes. In particular, in the area of Hong Ha Street, Cluster 8, Hong Ha Commune, Dan Phuong District (the section adjacent to the intersection of Tien Tan Commune), there is a Tien Tan petrol retail store located right on the dyke surface. According to the advertisement board, this petrol store is listed as Hong Giang Construction Investment Joint Stock Company, the distributor is Agrexim Agricultural Products Joint Stock Company.
The above behaviors have been and are posing potential risks to traffic safety, especially seriously harming the safety of dikes.
Lawyer Nguyen Tinh, Deputy Head of Tinh Hoa Viet Law Office, said that in the current climate change conditions, the issue of protecting dikes is more urgent than ever. The Government has also issued Decree No. 03/2022/ND-CP stipulating administrative sanctions for violations in the fields of natural disaster prevention and control; irrigation; dikes.
Notably, some violations on dike lines will be severely punished, such as violating regulations on vehicle use on dikes (using overloaded vehicles, without a license...). This behavior can be fined up to 50 million VND and have the driver's license revoked for up to 3 months.
Violations of dike destruction can be fined up to 50 million according to Article 27 of Decree 03/2022/ND-CP.
For the act of building houses and works within the dike protection area, the fine will be up to 100 million VND and the original state will be restored according to Article 32 of Decree 03/2022/ND-CP.
