The second incident occurred at 7:20 PM on May 24th at km16 of the new 37 national highway, Gia Phong village, Vinh Bao commune. Mr. N.V.D (born in 1996, residing in Vinh Hoa commune) driving car 15K-351xx in the direction of National Highway 10 towards Chanh bridge collided with Mr. D. V. The initial cause of the accident was that Mr. D drove the car without paying attention to observation, and Mr. A walked across the road without paying attention to observation.
The Traffic Police Department recommends that car and motorbike drivers reduce speed and focus on observing when passing through residential areas, intersections, especially at dawn/late evening. Pedestrians should absolutely not cut across the road suddenly from a hidden corner; only cross the road in a safe place, observe carefully, raise your hand to signal and make sure the car has yielded before moving on, especially on national highways.
