On November 5, the Department of Agriculture and Environment of Khanh Hoa province said that the unit had reported on the implementation of response to storm Kalmaegi (storm No. 13), and warned that many low-lying areas, along rivers and streams in the area are at risk of deep flooding if the storm makes landfall.
The specialized agency recommends that local authorities need to closely monitor the water level of reservoirs and promptly warn people in downstream areas, especially along rivers and streams, where there is a high risk of landslides and flooding when storm No. 13 approaches the mainland.
Currently, the whole province has 64 reservoirs, including 53 irrigation lakes and 11 hydroelectric lakes.
By noon on November 4, the total amount of water in the lakes reached about 528 million m3, equivalent to 77% of the designed capacity. Of which, large lakes such as Da Ban, Suoi Dau, Song Cai, Song Sat, Song Trau are reaching from 54% to 98% of their water storage capacity.
To ensure flood prevention capacity, the Department of Agriculture and Environment plans to regulate flood discharge at a number of large lakes, including: Da Ban: 100 - 120m3/s; Hoa Son: 120 - 150m3/s; Suoi Dau: 120 - 150m3/s; Am Chua: 20 - 40m3/s; Nam Ranh: 80 - 100m3/s; Suoi Hanh: 80 - 90m3/s; Ta Ruc: 100 - 120m3/s; Song Cai: 200 - 400m3/s; Song Trau: 100 - 250m3/s; Tan Giang: 45 - 200m3/s; Song Bieu: 80 - 160m3/s; Lanh Ra: 100 - 250m3/s; Song Than: 100 - 200m3/s.
According to the Department, during the regulation process, combined with heavy rainfall outside the basin, it can raise water levels in low-lying areas, along rivers and streams, leading to localized flooding in many areas.
Areas at high risk of flooding are identified as follows:
Ninh Hoa town: low-lying areas along rivers and streams in Bac Ninh Hoa and Hoa Tri communes, Ninh Hoa ward, Hoa Thang ward; Tu Bong commune.
Dien Khanh - Cam Lam District: Suoi Dau, Suoi Hiep, Dien Lac, Cam Lam Communes; Cai Nha Trang Riverside Area in Tay Nha Trang Ward, Bac Nha Trang Ward; Cam Hiep, Cam An Communes, Ba Ngoi Ward.
Ba Ngoi Ward (Cam Ranh): Suoi Mon, Thong Nhat, Hoa Binh, Hoa An, Tan Hiep, Tra Son residential groups.
Areas bordering Ninh Thuan: Dong Hai, Phan Rang, Bao An wards; Ninh Phuoc, Phuoc Hau communes; Cong Hai, Nam Cam Ranh communes (near Song Trau stream); Phuoc Ha, Thuan Nam, Phuoc Huu, Phuoc Dinh communes (near Lu river, Sat river).
