Civil servants in Can Tho wonder how to calculate allowances
On May 1, 2025, Mr. H.P.S., former civil servant of the Department of Construction of Can Tho City, officially retired early. A month and a half later, he held Decision No. 6153/QD-SNV dated June 16, 2025 of the Department of Home Affairs of Can Tho City, based on Decree 178/2024/ND-CP and Decree 67/2025/ND-CP.
In the application, he has 19 years and 2 months of compulsory social insurance contributions (after deducting the severance allowance period). Re-reading the provisions in Clause 6, Article 1 of Decree 67/2025/ND-CP, he found it clearly stated: those who have worked for 15 years or more, paid compulsory social insurance and retired early will receive 4 months' salary for the first 15 years, and from the 16th year onwards, each year will receive an additional 0.5 months' current salary.
Will I receive 4 months of salary for the first 15 years and an additional 0.5 months of salary for each year from the 16th year onwards?, Mr. S. wondered.
Officials in Gia Lai worried about slow settlement of termination of employment regime
The story of Mr. B.V.S. in Gia Lai is another journey. Before July 1, 2025, he worked at the People's Committee of Phuoc Thuan commune, Tuy Phuoc district, Binh Dinh province (old). When implementing the arrangement of administrative units, he applied for retirement according to Decree 178/2024/ND-CP.
On June 20, 2025, the People's Committee of Tuy Phuoc district (old) signed a decision to let him resign from July 1, 2025. But since then, the termination regime he expected has not been seen.
Mr. S. said that he had "locked the door" in many places:
On July 14, 2025, send a reflection to the website of the Gia Lai Provincial People's Committee, and receive a response "contact the Department of Home Affairs";
On July 22, a petition was sent to the Department of Home Affairs of Gia Lai province, and on July 28, only a notice was received "under review of the dossier";
On July 24, reflecting through the National Public Service Portal, the Ministry of Home Affairs responded in Document No. 1330/VP-THTK: request to contact the Gia Lai Provincial People's Committee for resolution;
On August 11, we continued to send questions to the Gia Lai Provincial People's Committee but have not yet received a response.
Meanwhile, in Conclusion 183-KL/TW dated August 1, 2025, the Politburo and the Secretariat requested that the regime and policies for cadres and civil servants affected by the organizational arrangement must be completely resolved before August 31, 2025. "I have decided to quit my job but I don't know when I will receive the benefits" - Mr. S. shared.
What does the Ministry of Finance say?
Both questions of Mr. H.P.S. in Can Tho and Mr. B.V.S. in Gia Lai have been sent to the Ministry of Finance. However, the Ministry affirmed that this is not under its authority to resolve.
Accordingly, in the case of Mr. H.P.S. should contact the Ministry of Home Affairs - the agency advising on the development of Decrees 178 and 67 - for instructions.
As for Mr. B.V.S., the Ministry of Finance believes that it is under the authority of the Gia Lai Provincial People's Committee, and recommends that he contact directly for consideration and resolution.
