In 2024, the People's Committee of Hoa Vang district assigned the Site Clearance Board to carry out site clearance for 19 projects. To date, 9 projects have completed 100% of site clearance, 7 projects have completed over 90% of site clearance, and 3 projects have completed over 60% of site clearance.
One of the reasons for the slow site clearance is due to the slow and inadequate investment preparation work such as slow consultation on land use planning and land use purpose change. The Hoa Vang District Project Management Board provided plots in many batches and the recovered land plot dossiers had many shortcomings such as incorrect determination of the recovered area, incorrect land use ownership, and failure to find the land user.
The land plot records need to be adjusted and reassigned to many land users and the waiting time for reassignment is very long. The decision to approve land prices for compensation calculation is still very slow, the compensation land price has not kept up with the market price, so most households propose low prices.
Compensation prices for houses, structures, and trees according to regulations are still low and inadequate but have not been adjusted. For urban roads implementing the policy of the state and the people working together, the people have not reached a high consensus because the compensation prices are low.
Last October, the People's Committee of Da Nang City issued a decision on detailed regulations on compensation, support and resettlement when the State reclaims land in Da Nang City. However, a number of projects have completed the work of approving compensation values and handing over the site for over 60% of the clearance records.
In the same project, it is impossible to apply two compensation policies, which will lead to unfairness and affect the petitions of households who have handed over land in the same project. Therefore, the Land Clearance Board has reported to the District People's Committee to submit to the City People's Committee for approval to apply compensation policies for unfinished projects. Currently, Hoa Vang District is waiting for the City's approval to apply compensation for the remaining files.
