Hanoi - A group of teenagers using public electric bicycles running on a hammock and weaving on the road.

Recently, a clip appeared on social media recording a group of teenagers driving a public electric bicycle, doing weaving and swerving on the streets of Hanoi (5 people on 3 cars - PV).

Notably, according to the regulations of a public electric bicycle rental company in Hanoi, electric bicycles can only sit for 1 person and must wear helmets, but the group of teenagers in the clip do not comply.

Under the post, many people said that the above behavior was extremely dangerous, and at the same time suggested clarifying the responsibility of the vehicle rental unit, because through the image, it can be seen that the group of teenagers above are only of primary or secondary school age.

Talking to Lao Dong newspaper reporters, Mr. Do Ba Quan - Chairman of the Board of Directors of TNGo (the unit implementing public electric bicycles in Hanoi) - said that although current legal regulations do not stipulate the minimum age to use electric bicycles, however, for the type of public electric bicycle deployed by TNGo, this unit only allows people aged 16 and over to use the service. And when registering, users must provide an ID card for authentication.

Regarding the reflection that there was a group of teenagers driving electric bicycles on the road, not complying with regulations such as wearing helmets, and traveling with only one person, Mr. Quan said, "it is very difficult for the unit to manage this".

According to Mr. Quan, someone may have had a valid account and then rented a car to let the group of teenagers go.

"Through this, we will also have to study to find a preventive solution in the coming time. At the same time, it is necessary to have coordination from authorities to prevent the above acts," Mr. Quan shared.

TNGo Company is the unit that has put public bicycle services into operation in Hanoi since August 2023. In addition to motorbikes, this unit has now put into service 2 types of electric bicycles for people. Most recently, the electric bicycle model was put into use with a maximum speed of 25km/h. Each vehicle is equipped with a helmet. The vehicle has a load capacity of 135kg, so it can carry additional children behind.

In addition, there is a storage area for customers while still keeping their feet comfortable. The vehicle travels a maximum distance of 90km/ once the battery is charged.
