Vice Chairman of the People's Committee of Bac Ninh province Le Xuan Loi has just chaired a conference to collect comments on the draft Decision to issue the Project "Restoration, upgrading and investment in the construction of the dike and irrigation system in Bac Ninh province until 2030".
According to the analysis in the draft Project, the irrigation system after many years of exploitation has been and is in a state of disrepair; over 75% of machinery, equipment and technology at pumping stations are old, outdated, and built before 1990.
Some dike locations have not yet ensured flood prevention, the dike body has been eroded, leaked, lack of corridors at the foot of the dike, embankments, and sewers through the dike is damaged; the irrigation river system, canals in the fields have collapsed, silted, and narrowed the flow.
In addition, due to the rapid economic and urban development in the province, environmental pollution and water pollution are increasing, especially in the Ngu Huyen Khe river system and Nam Duong region.
The development of infrastructure, transportation systems, urban areas, industrial parks, services... reduces the irrigation and water supply capacity of the existing construction system. Previously, the design target was low, especially the drainage coefficient, not meeting current drainage requirements.
The draft Project includes 6 major contents; the unit in charge of proposing the total funding demand for construction, renovation, upgrading and investment in the construction of the provincial system is about 18,506 billion VND, divided into investment phases.
The conference also analyzed and proposed adding a number of priority project categories that need investment in the 2026 - 2030 period, to overcome incidents, ensure safety during storms and to develop the province's socio-economy.
In particular, focusing on some damaged and degraded projects that need to be focused on immediately repairing.
Vice Chairman of the People's Committee of Bac Ninh province Le Xuan Loi said that in addition to overcoming problems with incidents, the implementation of construction and restoration of irrigation works in the province is also an important criterion for Bac Ninh province to strive to become a centrally-run city in the coming time.
Agreeing with the necessity of developing the Project, however, through the proposal of the Department of Agriculture and Environment, the investment funding for construction and repair is very large.
Therefore, Mr. Le Xuan Loi noted that the Department of Agriculture and Environment, as the host agency, needs to carefully review projects and investment phases according to investment phases; prioritize the investment of necessary works to be constructed first, ensuring compliance with regulations, quality, efficiency, contributing to the modernization of the dyke system, irrigation, creating connectivity, bringing practical benefits to people's lives and socio-economic development of the province.
