Continuously collapsed by waves in many sections
Hai Thinh commune (Ninh Binh) has 7,288km of sea dikes, most of which are solid, but many sections are still single-line dikes on weak soil, with subsidence and cracks.The current closes to the foot of the dike, combined with high tide and strong winds, creating large waves causing landslides of the dike and embankment slope.
From September 2025 to now, the embankment line has continuously experienced incidents.On January 8, 2026, Hai Thinh 2 embankment collapsed in two locations with an area of about 900m2.On March 2, Hai Thinh 3 embankment collapsed 288m2 (121m2 completely collapsed, 1.3m deep), and on March 5, it continued to collapse by about 60m2.
In order to ensure dyke safety and limit damage arising, Ninh Binh Provincial People's Committee has assigned Hai Thinh Commune People's Committee to urgently direct forces to organize dyke protection according to the "4 on-site" motto.
Directly participating in overcoming the subsidence incident, Mr. Tong Van Quang - Commander of the sea dike construction site of Hai Thinh commune - said: "As soon as the incident was mobilized to be overcome, the unit mobilized machinery and personnel to handle the subsidence and landslide locations. At the collapse pit location on March 2nd and 5th, the unit used about 140m3 of gravel and more than 260 concrete components to overcome and complete temporary treatment on the same day to avoid the subsidence pit spreading.
Regarding the landslide and collapse incident at this sea dike, after the first hour of remediation, Ninh Binh Provincial People's Committee also assigned the Department of Agriculture and Environment to base on the assigned functions and tasks, the area in charge to direct the organization and implementation of handling and remediation of the project incident according to its authority.
Building solid seawalls before the rainy and storm season
In Hai Thinh commune, units are constructing component project No. 2 of Con Tron sea dike, Hai Thinh (Hai Thinh commune, Ninh Binh province), belonging to the Project to consolidate, complete and handle sea dike erosion in some Northern provinces (also known as the Project to consolidate, complete and handle sea dike erosion in Hai Thinh commune) with a total investment of about 500 billion VND.
According to reporters of Lao Dong Newspaper, in the last days of March, many machines, equipment and workers are constructing the final items.
To ensure the progress of work, the construction unit is divided into 4 teams, with about 150 workers and more than 60 operating machinery and equipment. At construction team No. 4 in old Thinh Long (now Hai Thinh III) is installing mine body and wings components.
Up to now, the project has reached 96% of the volume and strives to be completed before April 30 and to ensure safety before the rainy and storm season.
The construction process of the sea dyke faces many difficulties, Construction of the underwater area depends on the tide and is calculated according to the water level. At any time, whenever the tide recedes, all personnel must focus to coordinate to quickly complete the work before the water rises," said the Commander of the sea dyke construction site of Hai Thinh commune.
According to the Ninh Binh Provincial Construction Investment Project Management Board No. 2, the project to consolidate and complete and handle sea dike erosion in Hai Thinh commune, when completed, will prevent erosion, reduce waves, cause alluviation, and enhance the safety of existing sea dikes; protect residents and essential infrastructure inside the dike; serve disaster prevention and control, sea dike rescue in case of incidents, contributing to stabilizing population and socio-economic development in the area.
