Hai Thinh commune, Ninh Binh province has 7,288km of sea dikes and has basically been solidified and upgraded; however, many sections are still single-line dikes and are located on weak soil, so the dike surface shows signs of subsidence and cracking. In addition, due to the current approaching the foot of the dike, every time high tide combines with strong winds, large waves hit the dike body, causing erosion of the dike slope and embankment.



According to the Ninh Binh Provincial Department of Agriculture and Environment, from September 2025 to now, Hai Thinh sea dyke has continuously experienced many landslide incidents. In which, on January 8, due to the influence of monsoon combined with high tide, Hai Thinh 2 dyke collapsed at two locations K21+870 and K21+950, with a total landslide pit area of about 900m2.
Following that, on March 2, high tide continued to cause landslides and subsidence of the embankment slope at position K25+440 on Hai Thinh 3 embankment line, the area of the landslide pit is about 288m2, of which about 121m2 completely collapsed, the depth of the landslide pit is about 1.3m. By March 5, at position K25+455 on this embankment line, landslides continued to occur with an area of about 60m2.
To ensure dike safety and limit damage arising, Ninh Binh Provincial People's Committee has assigned Hai Thinh Commune People's Committee to urgently direct forces to organize dike protection immediately according to the "4 on-site" motto, ensuring absolute safety for the dike line.
At the same time, regularly inspect and monitor damaged locations to promptly handle initial incidents and report to the Provincial Civil Defense Command (through the Department of Agriculture and Environment).


Mr. Tong Van Quang - Commander of Con Tron sea dike construction site (Hai Thinh commune) - said: "As soon as the incident was mobilized to overcome, the unit mobilized machinery and personnel to handle landslide locations. At the collapsed pit location on March 2nd and 5th, the unit used about 140m3 of gravel and more than 260 concrete components to overcome and complete temporary handling on the same day to prevent the landslide pit from spreading.
Regarding the landslide and collapse incident at this sea dike, Ninh Binh Provincial People's Committee also assigned the Department of Agriculture and Environment to, based on the assigned functions and tasks, and the area in charge, direct the organization and implementation of handling and overcoming the above construction incident according to their authority.
Ensure absolute safety of dyke lines, meet the requirements of disaster prevention and control and in accordance with the law. In case of exceeding authority, advise and propose solutions according to regulations and report the implementation results to the Provincial People's Committee before March 15, 2026.
