According to records of Lao Dong Newspaper reporters, in some suburban areas in Ninh Binh, the situation of agricultural land being "distorted" into temporary houses, small workshops, service business stalls... These projects are mostly illegally built, for wrong land use purposes, breaking planning and causing difficulties for local authorities in land management.
In Yen Khanh commune, the situation of illegal construction on agricultural land and public land is quite common and has lasted for many years but has not been completely resolved, especially in the area along the Day River dike. Since implementing the 2-level local government model, the People's Committees of communes have strengthened inspection, handling and forced dismantling of dozens of violating constructions.
Mr. Bui Minh Duc - Chairman of Yen Khanh Commune People's Committee, Ninh Binh province - informed that from July 1, 2025 to now, local authorities have carried out coercion and handled more than 10 cases of illegal construction on agricultural land and public land. Typically, the case of Mr. Nguyen Van Manh's household (residing in Ha village - Nhuan Hai) intentionally built illegal works on an area of about 45m2 of agricultural land without permission from competent authorities. The works have iron columns, box iron beams, corrugated iron roofs, and corrugated iron walls about 9m long, seriously violating the provisions of law on land management and use.
To establish and maintain discipline and legal order, professional departments of the commune have made records of administrative violations, and at the same time organized the dismantling of all violating works of Mr. Manh's family. "In the coming time, we will direct professional departments to continue to strengthen inspection and strictly handle violations in the fields of land and construction, without exceptions. Our point of view is not to tolerate, not to let violations exist for a long time, not to let new violations arise. Thereby, contributing to maintaining order, legal discipline and stabilizing the situation in the area" - Mr. Duc informed.
Similarly, in Dai Hoang commune, illegal construction on agricultural land is also quite common, typically in Xuan Lai and Van Bong villages... many households have arbitrarily built some illegal works on agricultural land, violating the provisions of law on land management and use.
Talking to a reporter of Lao Dong Newspaper, a representative of the leaders of Dai Hoang Commune People's Committee admitted that land management at the grassroots level still faces many difficulties, especially when the force is thin and the area is large. Some cases of prolonged violations have not been thoroughly handled, leading to the "law-fearing" mentality of a part of the population.
“From the beginning of 2026 to now, the commune government has handled more than 10 violations. For violations, depending on the severity, handling measures will be applied such as: administrative sanctions, forced dismantling and restoration of the original state of the land before the violation, forced dismantling of works” - representative of the leaders of Dai Hoang Commune People's Committee said.
Faced with the above situation, Ninh Binh Provincial People's Committee has directed departments, branches and localities to strengthen inspection and review of all cases of violations of agricultural land use. Localities are required to make a list and classify each case specifically to have appropriate handling plans, resolutely preventing new violations from arising.
